King Coal Mine (C-1981-035) TR -20 Adequacy Review #3 Response <br />King Coal 30 June: A new report dated June 29, 2015 has been prepared by Trautner Geotech, LLC to <br />replace the September 30, 2014 report. Section 2.05.4, page 4 has been revised to reflect this change. <br />DRMS October 2015: This item is resolved. <br />d) (New) The second paragraph says, the final slope grade of the West Waste Bank will not "exceed 2:1 <br />unless specifically designed..." Please replace the "2:1" with "2.5:1" and add "and approved by the <br />Division" to the end of the sentence, as per Fig 1 pg. 19 of Trautner Report. <br />King Coal 30 June: Section 2.05.4, page 4 has been revised to reflect these changes. <br />DRMS Oct 2015: There seems to be either redundant language or extra text in paragraph 2 regarding <br />the 2.5:1 slope grade. Please revisit this text and make sure it reads correctly and send any revised <br />pages to DRMS. <br />2. Subsection: "Waste Pile Reclamation" (Mine Wast Rock Pile Reclamation) <br />b) Please revise this subsection to include reclamation details, including proposed thickness of cover <br />material/fill for the proposed West Waste Bank (see previous item). <br />The text was revised as requested, and directs the reader to the Trautner study, although the wrong date <br />is given. Section 2.05.4, page 4 has been revised to reflect this change. <br />DRMS October 2015: The date issue has been resolved. <br />DRMS Oct 2015 (New): I am researching conclusions and recommendation for cover materials with <br />respect to potentially acid forming soils. In order not to exacerbate soil conditions (for example create a <br />hard impermeable surface between the acid forming portion and the transition soil) it is important to <br />use the correct type of clay and proportion of sand for the transition zone soil. Regarding the transition <br />zone soil I have the following adequacy questions: <br />What type of clay is proposed for this area? <br />Please demonstrate that the proportion of sand and type of clay will indeed yield a transition zone soil <br />that does not create an impermeable layer between it and the potentially acid forming layer. <br />6.0 Reconstruction of Bench and Highwall Mine Waste Bank <br />In general, the outline proposed for construction of the West Waste Bank is in conformance with the <br />Rules and permit. DRMS however, does have a few comments on this section: <br />a) In 6.2, Trautner recommended that they should be present during the earthmoving phase to evaluate <br />the uniformity and general consistency of the material as it is moved. Was a representative of Trautner <br />present during any part of the earthmoving process? <br />This question does not appear to have been addressed in the 06 -Oct -2014 response. Please expand the <br />Mine Waste Rock Disposal narrative in Section 2.05.3 of the permit to describe actions taken by GCC as <br />they relate to the Trautner study (the placement and ultimate removal of the coal mine waste against <br />the portal highwall, any participation by Trautner, etc.). <br />Prepared by: R.
