King Coal Mine (C-1981-035) <br />TR -20 Adequacy Review #3 Response <br />King Coal: Section 2.05.3, page 3, Mine Waste Rock Disposal narrative has been expanded as <br />requested. <br />DRMS Oct 2015: Please check text transition between Section 2.05.3 page 2 of the permit and page 3 of <br />revised page submitted and assure page breaks and text flow correctly and all necessary information <br />currently in the permit is included. <br />Also, please break up the long first paragraph of submitted revised page 3 into two or three paragraphs <br />and resubmit revised pages. <br />As per a) above please provide dates when a representative of Trautner was present during the <br />earthmoving phase of the West Waste bank. <br />Also please provide their evaluation documentation of the uniformity and general consistency of the <br />material moved. <br />DRMS Oct 2015 (New): Review of the Grading and Backfilling section of revised page Section 2.05.4 <br />page 4 indicates that Approximately 44,000 cubic yards of material will be placed in the waste bank. <br />Please describe how this volume of material was determined. <br />Please describe if this is the some volume of material referred to in Trautner Report section 6.1 <br />Determination of Material Volumes as currently in place or, does this number (44,000cf) reflect <br />additional material to be included so that post construction geometry can be established. <br />King Coal Section 2.05.3, page 3, Mine Waste Rock Disposal narrative has been expanded as <br />requested. <br />b) In 6.3 Trautner recommends compacting the material to 95% of the maximum dry density (standard <br />Proctor). This exceeds the minimum of 90% required by Rule 4 10 4 3 b and contradicts the 90% <br />requirement provided in subsection 6.5. Please be aware that if a commitment to 95% is made in the <br />permit then that will be the standard GCC will be required to meet. <br />The Division notes that this comment refers to preparation of the subgrade rather than to placement <br />of coal mine waste. <br />DRMS Oct 2015: Item rpmlvPd <br />c) Subsection 6.4 addresses the subsurface drainage system proposed for the West Waste Bank. <br />Trautner evaluated the permeability of the CMW to determine how much water was likely to percolate <br />into and through the waste bank. Rules 4.09.1(13) and 4.10.3(1) are pertinent to this waste bank <br />project. Subdrains need to be constructed only to intercept water from springs or seeps and prevent it <br />from saturating the pile. Please note that in 4.10.3(1)(c), the subdrainage system is to be covered to <br />protect against entrance of surface water or leachate. Typically this is accomplished by placing an <br />impermeable membrane on top of the subdrainage installation. <br />King Coal: 6.4 of Trautner has been revised to address the requirements for subdrains. <br />DRMS: This portion of the comment is resolved. <br />Prepared by: R.
