October 21, 2015 C-1982-057/Seneca II -W Mine JHB <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Pond 5 water level was several feet below the discharge elevation. Cattle have been congregating on the <br />pond embankment. It appears that the rancher placed the salt bin on the embankment, encouraging trampling of <br />the pond embankment by the cattle. The Division recommends placement of the salt source further from the pond <br />embankment. The cattle will find the pond, and placement away from the pond will help relieve the grazing <br />pressure in a concentrated area. <br />Pond 6 was discharging clear effluent. Vegetation has been cleared from the flume access. No cattle were in the <br />Pond 6 watershed area at the time of the inspection. <br />Pond 9 was accessible. There was evidence that a hunting camp had been located at the pond 9 area earlier. UTV <br />tracks, a fire pit with a wood pile, and a brick pile remain. Tracks show evidence that a vehicle had driven up on <br />the pond 9 embankment. Though the vegetation was crushed, it did not appear damaged to the point of resulting <br />in erosion. Pond 9 water level was several feet below the discharge elevation. <br />Pond 16 was discharging clear effluent. Flow measured on the staff gauge on the flume is <0.01. No problems <br />noted with Pond 16. Trout were not observed during the inspection, however there was considerable pond <br />vegetation. Several bare patched from weed control efforts on the approach to the pond could use broadcast <br />seeding of the approved permanent seed mix as part of weed management. <br />Pond 17 was discharging clear effluent. Outflow measured <0.01 on the staff gauge on the flume. The flume has <br />a layer of sediment that should be swept out. No other concerns were identified with Pond 17. <br />Pond 15 was not accessed. Rain had begun by the time the inspector got to the gate to pond 15. The access road <br />to Pond 15 is rather slick when wet. <br />ROADS — Rule 4.03 <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br />Mine access roads were in good condition and ready for winter months. <br />Culvert PM13 inlet requires clean out. Material has sloughed off Access road A in front of this culvert. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />The Spoil spring wells in the PM -2A drainage had undergone considerable trampling by cattle. The wells <br />were no longer leaking from the top valves. The second from the east well appears to continue to leak at a reduced <br />rate.
