October 8, 2015 C-1981-035/King Coal Mine RAR <br />This revision was received, found complete on 10 July 2015 and adequate on August. DRMS has sent <br />adequacy questions to GCC and is working in conjunction with GCC staff to address the questions. DRMS <br />received GCC comments 21 October 2015. Decision date is 30 November 2015. <br />TOPICS RESOLVED FROM PREVIO US INSPECTIONS: <br />o The main haul road at King II was in good condition. The King 1 road accessing the refuse pile was also <br />in good condition. <br />o At the King II sediment pond the top lip of the outlet pipe for the primary spillway was found to be in <br />good condition. <br />INSPECTION. - <br />0 Mine site identification sign at the entrance from County Road was intact displaying all required <br />information: operator name, address, phone number and permit number). Permit Boundary and surface <br />disturbance markers identified during this inspection were installed as required throughout the areas visited and <br />appeared in good repair. <br />o Topsoil stockpiles observed were clearly marked with identifying signs. <br />ROADS Rule 4.03 <br />Construction 4.03.1(3) 14.03.2(3); Drainage 4.03.1(4) 14.03.2(4); Surfacing and Maintenance 4.03.1(5) and (6) <br />14.03.2(5) and (6); Reclamation 4.03.1(7) 14.03.2(7): <br />o All roads in and around the facilities area were stable, in good condition and demonstrated positive <br />drainage. The main haul road at King II was in good condition. No dust was being generated from haul traffic. <br />o Tom and I discussed the East Clearwater Ditch along the main haul road. There is a change of gradient <br />near the mine entrance. The ditch is stable with no soil moving and no evidence of erosion (Photo 11). There is <br />no need to add riprap or other stabilizing material at this knickpoint. <br />SUPPORT FACILITIES- Rule 4.04: <br />o Volumes of coal at both stack tubes (#1 and #2) were contained in the designated areas.
