October 8, 2015 C-1981-035/King Coal Mine RAR <br />o After the recent rains the King I and II sediment ponds held water and were not discharging. (Photos 1-5 <br />)The primary and emergency spillways were clear. The East pond slopes at King I exhibited well established <br />vegetation including some hydric plants. <br />o The West Clear Water Ditch at King II and the Clear Water Ditch at King I were free of debris, adequately <br />rip rapped and appeared to be functioning correctly. Neither ditch was transmitting water at the time of inspection. <br />However, due to significant rains earlier in the week recent transmission of water was evident. <br />o A proposed surface water monitoring site, located upstream of King I was pointed out (Photo 6) <br />o Observed hydrologic structures, culverts and ditches appeared to be functioning adequately. <br />o Cleanout level indicators at both King I and II were clearly visible. <br />TOPSOIL - Rule 4.06 <br />Removal4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />o At King II, the topsoil pile and the main topsoil stockpile were well vegetated, appeared stable and <br />protected from erosion by wind and water. <br />o The topsoil stockpile adjacent to the King II sediment pond appeared stable and well vegetated. <br />EXCESS SPOIL and DEVELOPMENT WASTE - Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br />Compaction and grading of material along the top of the refuse pile at King I continue. <br />REVEGETA TION - Rule 4.15 <br />Vegetative Cover; Timing: <br />o The vegetative cover appeared to be doing well, due to the wet spring in 2015. Grasser were 34 feet tall <br />providing good ground cover, and at this time were mostly dry with mature seed heads. <br />o Sediment pond slopes at both King I and II were well vegetated and included some hydric plants. They <br />appeared to be well protected from erosion by wind and water. <br />AIR RESOURCE PROTECTION- Rule 4.17 <br />o Numerous trucks were travelling up and down the main King II haul road with no dust being generated. <br />There appeared to be no indications of sediment or dust movement off site. <br />FISH and WILDLIFE- Rule 4.18 <br />Number of Partial Inspection this Fiscal Year: 3 <br />Number of Complete Inspections this Fiscal Year: 1 <br />Page 4 of 10 <br />
