Location <br />The new location of the substation will be constructed at the bottom of Squaw Gulch adjacent to <br />Teller County Road 83 (Shelf Road), approximately 1.3 miles south of the Shelf Road <br />intersection with Colorado Hwy 67 near Cripple Creek. The facility will be about 100 feet from <br />the Shelf Road. <br />Technical Description <br />Squaw Gulch will be provided with a 69/13.8 kV, 15/20/25 MVA power transformer equipped <br />with a load tap changer for secondary voltage regulation. The substation will be constructed <br />with two 13.8 kV secondary feeders. A secondary bus will be equipped with a paralleling switch <br />to allow outage of either circuit for maintenance. One circuit will be dedicated to the mine <br />ADR -2 facility. Secondary circuit breakers will be outdoor class vacuum breakers. The <br />secondary bus design will provide for the addition of a future third feeder. The substation <br />primary side will tap the existing 69 kV line from Arequa Gulch to Cripple Creek. The line <br />currently runs right through the new substation site. A 69 kV S176 circuit breaker and relaying <br />will be installed on the line tap to Cripple Creek. Provisions will be made for the addition of a <br />future breaker on the line back to Arequa Gulch. Transformer primary protection will be by a <br />Circuit Switcher. All protection, control and communication equipment will be housed in a pre- <br />fabricated, modular control enclosure. The communication link will be via fiber optic provided <br />by the mine from the fiber optic link currently in place from Arequa Gulch. Fiber <br />communications will be brought into the substation on the new distribution line serving the <br />ADR -2. <br />Establishing the substation will include preparatory earthwork, placement of the required <br />equipment and installing 16 power poles to tie-in to the Squaw Gulch ADR facilities. The entire <br />TR is located inside the existing AM10 permit boundary. TR -77 is within scope with the <br />Cresson Project Mine Development Plan ("MDP") but the change in location also requires <br />application and review by Teller County. The attached Squaw Gulch Substation Easement — <br />Signed shows the exact placement of the facility in relationship to the Shelf Road. Further, while <br />inside the AM -10 boundary, because it is close to the Shelf Road, a Phase 1 Environmental <br />Assessment was completed (see attached). <br />In addition to the TR to DRMS, CC&V will apply to the Teller County Planning Department for <br />a No Impact Technical Revision for the facility relocation. A copy of that application is attached <br />to this document. Subsequently, appropriate Teller County Electrical and Building Permits will <br />be obtained prior to construction. <br />The substation was originally located about half way down gradient of the SGVLF toe berm to <br />the Shelf Road. It is being proposed in this Technical Revision ("TR") to relocate the substation <br />to a new location 2,100 feet to the southwest. While this TR is entirely within the permit <br />boundary of the AM10, it is a change from the original MLE -2 application location. All
