development is on land owned by CC&V, but a Utility Easement is being granted to Black Hills <br />Energy. <br />CC&V is planning to start constructing the facility in fourth quarter 2015, following approval of <br />this TR by the Colorado Division of Reclamation, Mining and Safety ("DRMS") and appropriate <br />approvals from Teller County. <br />Purpose of Substation Move <br />The substation was moved to facilitate better access for construction and future maintenance. <br />Financial Warrantee Review <br />The substation equipment will be owned by Black Hills. It is expected that the utility will <br />continue to utilize this site after closure of CC&V facilities. There will be 16 additional poles <br />running from the substation to the Squaw Gulch ADR which will belong to CC&V.
