September 14, 2015 C-1992-080/Carbon Junction Mine RAR <br />discrepancies. <br />Inspection Issues Resolved. <br />As per PERMANENT CESSATION OF OPERATIONS Rule 4.03.2 <br />Sign on the gate identifying the Division office was updated to reflect new Denver Contact <br />information (Photo]). <br />As Per DISPOSAL of NONCOAL WASTE Rule 4.11.4 <br />Lengths of sheetmetal and numerous small pieces of lumber are located just inside the gate along the <br />South side of the North Road. It was determined that this area is outside of DRMS jurisdiction. <br />SIGNS AND MARKERS Rule 4.02 <br />Permit Boundary sign near Topsoil Pile #7 found broken at August inspection has been replaced <br />(Photo 3). <br />AUGUST INSPECTION. <br />SIGNS AND MARKERS Rule 4.02 <br />Topsoil stockpiles observed were marked with identifying signs. <br />Mine identification signs at gate were installed and updated as required, <br />Permit boundary signs observed appeared to be adequate, in good repair. Several new signs <br />had recently been added. <br />Ififf., C7 V11-0 1 I <br />Construction 4.03.1 (3) 14.03.2(3); Drainage 4.03.1(4) 14.03.2(4); Surfacing and Maintenance <br />4.03.1(5) and (6) 14.03.2(5) and (6); Reclamation 4.03.1(7) 14.03.2(7): <br />• All roads in and around the site were stable with no signs of erosion observed with the <br />exception of the lower part of the Boundary Road. <br />HYDROLOGIC BALANCE- Rule 4.05 <br />Drainage Control4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6,- Discharge <br />Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br />Monitoring4.05.13; Surface Water Monitoring 4.05.13; Drainage- Acid and Toxic Materials 4.05.8; <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />• Observed ditches were in stable condition, well ripprapped and appeared to be functioning <br />correctly. <br />• Culverts observed appeared to be functioning correctly. <br />• Sediment ponds are reclaimed and no longer collect water. <br />TOPSOIL -Rule 4.06 <br />Removal4.06.2; Substitute Materials 4.06.4(4),- Storage and Protection 4.06.3; Redistribution <br />4.06.4: <br />• Topsoil stockpiles observed were well -covered with vegetation, with no signs of erosion. <br />Number of Partial Inspection this Fiscal Year: 2 <br />Number of Complete Inspections this Fiscal Year: 1 <br />Page 3 of 15 <br />
