September 14, 2015 C-1992-080/Carbon Junction Mine RAR <br />BACKFILL and GRADING -Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall <br />Elimination 4.14.1(2),- Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials <br />4.14.3; Stabilization ofRills and Gullies 4.14.6: <br />• The reclaimed North Pit slope exhibited no signs of erosion or instability. <br />• No problematic rills or gullies were found. <br />RECLAMATION SUCCESS- Rule 4.15, Rule 3: <br />• The reclamation appears successful for the proposed postmining land use of dryland pasture. <br />Topsoil stockpile #2, reclaimed spoils area and sediment pond were stable with established <br />native vegetation. Horse and deer prints were present throughout the site. <br />REVEGETATION- Rule 4.15 <br />Vegetative Cover; Timing: <br />Overall, reclaimed areas and topsoil stockpiles exhibited a diverse mix of well established <br />native plants. Late summer species such as sunflowers and chamisa (Chrysothamnus <br />nauseosus), were blooming. Grasses were tall with developed seed heads. <br />FISH and WILDLIFE -Rule 4.18: <br />• Deer frequent the sight as observed by the number of tracks. <br />PHOTOGRAPHS <br />A complete inspection of the Carbon Junction Mine was conducted by me, Robin Reilley of the DRMS, on Monday <br />14 September 2015. Skies were partly cloudy as a light rain had fallen just prior to theis inspection. <br />Temperatures rose to 65°F. <br />The tour focused on the permit boundary, demarcated with t posts and signs, as well as identifying what is inside <br />and outside the inspectable boundary. Records were inspected at Goff Engineering. <br />Each reclaimed area with the exception of the drill pad was sampled using a proportional sampling method by <br />acreage. Sampling took place in summer 2015. <br />PERMITTING UPDATE: <br />Outstanding Issues: <br />Permitting <br />To reflect recent (April 2015) change of ownership the surface and mineral ownership map will be <br />updated with an overlay label.
