5 <br />Mining in Lot 11: <br />Our existing Mined Land Reclamation Permit in Zone No. 1 includes Lot 11 in Section <br />18, T12N, R93W of the 6th P.M., an area in which we plan to begin stripping; mining, <br />crushing and storing construction materials within the next few months — under our <br />existing permit (see Exhibit C-4). Lot 11 is burdened by a two -track 4 -WD trail that is <br />detailed in Exhibit C-2. The BLM has designated a large block of land in that vicinity as <br />Restricted Travel Area, which means this two -track road, is no longer a legal access <br />route; therefore, it may not have a defined, current and recognizable value of an <br />economic nature! Moffat County will not preserve this trail during the mining phase, or <br />replace it during reclamation — unless the BLM (Little Snake Field Office) requests us to <br />do so! <br />Areas of Existing Disturbance: <br />Zone 1: (All north of CR No. 4) <br />Reclamation Area 09.36 ac. <br />Mining Area: 16.50 ac. <br />County Road No. 4 02.93 ac <br />28.79 ac. (Future Disturbance) <br />69.10 ac. <br />Proposed Methods of Operation Including Equipment: <br />The road -base materials (sand, gravel and clay) will be mined with a D-8 Caterpillar tractor and <br />a rubber tired tractor with a 5 -yard front-end loader. The materials will normally be hauled to the <br />L.J. Crusher with the loader; however, they may also be transported to the crusher by scrapers, <br />belly -dumps and/or 20 -yard end -dump trucks. Ten percent of the road -base materials will be <br />clay, which may be mixed with the pit -run during crushing, or in the alternative, the clay may be <br />mixed later with crushed sand and gravel from the stockpile. Surface mining may occur <br />anywhere on the permit area, but we intend to begin operations on the south side of County Road <br />No. 4 and mine to the south (see Exhibit C-5). <br />Pit -run sand, gravel and /or clay may also be mined with the "D-8" and "loader" and the <br />materials may be transported directly to the maintenance sites by scrapers, belly -dumps, and/or <br />end -dump trucks. Where necessary, short haul roads on the permitted land will be graded and <br />drained with one of Moffat County's Caterpillar motor graders. <br />Smith Pit No. 20 Amendment No. 1 — Moffat County Road Department <br />
