The clay mining pits will be the lowest areas in the excavations, and will collect <br />surface stormwater that cannot flow to the natural drainage. <br />Man Made Improvements: <br />The man-made improvements that may have a "defined, current and recognizable value <br />of an economic nature " on, or within 200 feet of the affected areas (both north and south <br />of CR No. 4), are shown on Exhibits A-2, B, & C-2 (Surface Ownership Map); they are <br />listed below as follows: <br />BLM Improvements: <br />1. The existing Fenceline between Wyoming and Colorado including a <br />Government Land Office Survey (GLO) closing -corner stone marked (CC); <br />2. A BLM access road that exits CR No. 4 near the east boundary of the <br />Reclamation Area; <br />3. A large ditch that crosses the northeast corner of the Reclamation Area bearing <br />to the northwest; <br />4. A 4 -wheel drive trail that originates in the south borrow pit of CR No. 4 and <br />bears southerly across Lot 11, Section 18, T12N, R93W; <br />5. GLO survey monument (1/4 corner stone) marking the NW Corner of Lot 11, <br />Section 18, T12N, R93W; <br />6. A boundary information sign in the south R.O.W. of CR No. 4 joining State <br />Land stating: "Entering Public Lands ". <br />Moffat County Improvements: <br />1. County Road No. 4, including the improved roadway, borrow pits, drainage <br />structures, signs, and boundary markers etc. <br />State Land Improvements: <br />1. State Land joins the west side of Moffat County's Smith Pit No. 20 (in the <br />existing Zone 1 in Lots 1 & 5) in Section 13, T12N, R94W of the 6th P.M. <br />There are no known State Land structures or improvements within 200 feet of the <br />existing permit boundary (Zone No. 1), or the proposed Amendment No. 1 permit. <br />Groundwater: <br />No groundwater was intercepted during the Zone No. 1 mining operations on the Smith <br />Pit Gravel Mine, and no groundwater was intercepted during the exploration for gravel in <br />the proposed "Mining Zone" (as shown on Exhibit C-5). This project will not <br />intentionally divert stormwater for beneficial use, nor will it affect the "Waters of the <br />State of Colorado and of the United States." Local waters may settle in the low areas of <br />the excavations, and, if such water collects in a substantial way, or of it becomes <br />impounded for a substantial period of time, we will notify the BLM of that event, and <br />recommend that they apply for a water storage right for agricultural, wildlife and <br />industrial uses such as dust control. <br />Smith Pit No. 20 Amendment No. 1 — Moffat County Road Department <br />
