a description of the benching activities proposed for the steeper side slopes that would exist <br />within the Horse Gulch Fill area, specific information regarding inspection of construction of the <br />Horse Gulch Fill and K Pit Buttress Fill, detail regarding the timeline and phasing of the <br />construction of the Horse Gulch Fill, adjustment of the size of underdrain material to be utilized, <br />information evaluating the type of material utilized in the Horse Gulch Fill, detail in the text to <br />describe the method of underdrain core construction in advance of the dragline operation, and <br />modified figures for illustrating the anticipated construction sequence for the Horse Gulch Fill. <br />Responses to all of the Division's questions were received by the Division on June 5, 2009. The <br />Division issued its proposed decision to approve PR6 on September 21, 2009. The decision <br />became final on October 23, 2009. <br /> <br />RN6 <br /> <br />The Division received the RN6 application from Trapper on June 20, 2012 and found it complete <br />on June 29, 2012. Public Notices were published in the Craig Daily Press for four consecutive <br />insertions beginning on July 9, 2012 and ending on July 30, 2012. <br /> <br />The Division sent a preliminary adequacy review letter dated August 21, 2012. This letter <br />requested corrections to updated ownership and control information submitted with the RN6, an <br />updated reclamation cost estimate, an updated mining and reclamation plan for the next permit <br />term, updated Threatened and Endangered Species information, and several textual and map <br />updates for the next permit term. <br /> <br />The Division sent a second adequacy review letter dated October 23, 2012. After several <br />discussions between Trapper and the Division staff, it was decided that many of the adequacy <br />st <br />review questions cited in the August 21, 2012 letter should be addressed in a forthcoming <br />permit revision application. The second adequacy review letter shortened the number of <br />adequacy review questions from the first adequacy letter to those items that were critical for a <br />timely approval of the permit renewal application <br />shortened list of adequacy items on November 16, 2012. <br /> <br />The Division sent a third adequacy review letter to Trapper on December 4, 2012. Four items <br />were identified with this letter. The first item discussed a technical update occurring with the <br />Applicant Violator System (AVS) and notified Trapper that the Division was unable to verify <br />and update the owner and controller information submitted by Trapper to the Division on <br />November 16, 2012. Once the AVS system was functional, the Division was able to verify and <br />update the required information, and no additional items in regards to the owner and controller <br />information were identified. The second item identified a new topographic feature on Sheet 1 of <br />Map M12 Post Mine Topography Map, which would need to be revised through a technical or <br />permit revision given the nature of the change. The proposed revised Sheet 1 of Map M12 was <br />not approved. The third item identified that Trapper proposed haul road construction, topsoil <br />stripping and mining in the next five year permit term in areas outside of the approved Drainage <br />and Sediment Control Plan boundary. An updated drainage and sediment control plan would <br />need to be submitted in the form of a technical or permit revision. The Division proposed to <br />stipulate the approval of the permit renewal so that disturbance could not occur outside of the <br />currently approved Drainage and Sediment Control boundary depicted on Map M51 until <br />Trapper submitted and received approval of a revision of an updated Drainage and Sediment <br /> <br /> <br />9 <br /> <br />Trapper MineJuly 9, 2013 <br /> <br />
