November 4, 2002. Trapper supplied responses to the Divisions preliminary adequacy <br />questions on December 18, 2002. The Division sent a second set of adequacy questions to <br />Trapper on January 10, 2003. The Division met with representatives of Trapper Mine on April <br />3, 2003 to discuss remaining adequacy concerns. Trapper submitted final adequacy responses on <br />May 29, 2003. The Division reviewed the final adequacy responses and proposed to approve the <br />renewal and revision application on June 30, 2003. The decision became final on July 31, 2003. <br />Landslide <br /> <br />th <br />On October 8, 2006, a landslide occurred within the active mining area. <br /> <br />RN-05 <br /> <br />The Division received the RN5 application from Trapper on June 20, 2007 and found it complete <br />on June 28, 2007. Public Notices were published in the Craig Daily Press for four consecutive <br />insertions beginning on July 13, 2007 and ending on August 3, 2007. The Division sent four <br />preliminary adequacy review questions and reclamation cost estimates to Trapper on December <br />19, 2007. These questions requested ownership and control updated information; a reclamation <br />plan and reclamation costs for the October 8, 2006 slide area; reclamation costs for annual <br />development drill hole sealing; and an update to the Threatened and Endangered Species (T&E) <br />list in the permit and discussion of potential impacts to any new species. Trapper Mining, Inc. <br />submitted preliminary adequacy responses on April 10, 2008 which included updated ownership <br />and control information; reclamation costs and plan layout for the landslide area; worst-case drill <br />hole sealing costs for 75 holes; and permit pages to reflect the updated T&E species list. The <br />Division sent three additional questions on May 7, 2008. These questions pertained to additional <br />updates to ownership and control information; additional explanation to address where topsoil <br />utilized in the slide area will come from; and a raise in certain reclamation costs. Responses to <br />all of the Division's questions were received by the Division on June 2, 2008. The Division <br />issued its proposed decision to approve RN-05 on July 25, 2008. The decision became final on <br />September 10, 2008. <br /> <br />PR6 <br /> <br />The Division received the PR6 application from Trapper Mining Inc. on November 5, 2007 and <br />found it incomplete on November 11, 2007. The Division found the application complete on <br />February 9, 2009. Trapper published a public notice in the Craig Daily Press on February 19, <br />thththst <br />2009 and on the 10, 17, 24 and 31 of July, 2009. The Division sent adequacy questions to <br />Trapper in March, April, and May of 2009. The Division sent a preliminary adequacy question <br />to Trapper on March 3, 2009. This question requested revised maps and cross sections to reflect <br />post-mining topographies that more closely resembled the pre-mining contours of the proposed <br />disturbed area. Trapper Mining, Inc. sent a response to the March 3, 2009 preliminary adequacy <br />question based on a March, 17, 2009 meeting with the Division. The Division sent additional <br />adequacy comments on April 2, 2009. These comments requested updated ownership and <br />control information, the timing of mining, updates to additional permit information, descriptions <br />of proposed fills to be incorporated into the permit, discussion as to the type of fills proposed, <br />surface drainage calculations for Horse Gulch Fill, information addressing topsoil amounts to be <br />salvaged and replaced, and a summary of estimated revegetation quantities and costs.
