This decision is based on a finding that the operations will comply with all requirements of the
Colorado State Program as found in the Colorado Surface Coal Mining Reclamation Act, C.R.S.
34-33-101 et seq., and the Regulations promulgated pursuant to the Act.

If no request for a formal hearing is made within thirty (30) days of the first publication of the
issuance of this proposed decision in the Craig Daily Press, then this decision becomes final.
The permit application, all supporting documentation, and any stipulations or conditions will
become a binding part of the permit.

History of Permit C-81-010

Original Operator (Utah International) and Permit C-76-11

The original operator of the Trapper Mine, Utah International Inc., began pre-mining
environmental studies of the Trapper Mine site in 1972. In July 1983 Utah
International sold Trapper Mining Inc. to a corporate consortium that owns the Craig Power
Plant.

PR1

On February 20, 1987 the Division received an application from Trapper Mining Inc. to revise its
permit (Permit Revision PR-01). Changes were proposed to the permit boundary, topsoil
stripping and overburden blasting, and pit pumpage in Colt and Browning Pits. The Division
approved PR1 on August 11, 1987.

RN1/PR2 Application

On February 20, 1987, the same date that the application for PR1 was received, the Division also
received an application from Trapper Mining Inc. for Permit Revision PR2 and Permit Renewal
RN1.
