stripping in calendar year 2016 from 32.92 acres to 33.10 acres. This brought the total number <br />of acres approved for topsoil stripping within the existing permit area approved under RN6 and <br />modified by TR113, MR220, and PR7 to 65.0 acres (4.60 + 2.30 + 25.0 + 33.1, as shown in <br />Table 3.1-3), as requested in the PR7 application. Portions of haulroads, topsoil stripping areas <br />and mining areas are projected for the permit term outside of the currently approved drainage <br />and sediment control plan boundaries. This issue was identified during the review of Permit <br />Renewal No. 6. Given this, the Division approved the RN6 permit renewal application with the <br />following stipulation: <br /> <br />Stipulation No. 21: <br /> <br />The operator must submit and receive approval for a permit or technical revision to update <br />the drainage and sediment control plan prior to any disturbance outside of the currently <br />approved drainage and sediment control boundary. <br /> <br />This stipulation remains in effect. <br /> <br />As indicated above, Trapper is not proposing any disturbance within the 795.72-acre PR7 permit <br />expansion area at this time. Given this, baseline information required by the regulations for <br />areas to be mined was not submitted with PR7. The following stipulation is therefore being <br />attached to the Trapper Mine permit and will be put into effect for the PR7 permit expansion area <br />by the approval of PR7: <br /> <br /> Stipulation No. 22: <br /> <br />Prior to disturbance within the 795.72-acre PR7 permit expansion area, the permittee must <br />submit and receive approval of an application for a permit revision that contains the <br />following required information for this area: <br /> <br /> <br />a)A narrative of the land capability and productivity before any mining in accordance with <br />Rule 2.04.3(2)(b). <br /> <br />b)Cultural and historic resource information for areas proposed or likely to be affected by <br />surface mining activities in accordance with Rule 2.04.4. <br /> <br />c)A geology description that updates sections 2.7.2 and 2.7.3 of the Trapper Mine permit <br />application package with the information required by Rule 2.04.6(2)(a) and (b). <br /> <br />d)Surface water information in the hydrology description with water quality data from <br />surface waters in, discharging into, or which will receive flows from surface or ground <br />water from affected areas within the proposed permit area in accordance with Rule <br />2.04.7(2)(b)(ii). <br /> <br />e)Soil resource information required by Rule 2.04.9 for those portions of the permit area to <br />be disturbed by surface operations and facilities. <br /> <br />f)Vegetation information required by Rule 2.04.10(4) and (5). <br /> <br /> <br />g)An updated operations, reclamation and mitigation of impacts plan for the new mining and <br />reclamation activities required by Rule 2.05. <br /> <br /> <br />h)Information to address the requirements for permits for special categories of mining, if <br />applicable, required by Rule 2.06. <br /> <br /> <br /> <br /> <br />5 <br /> <br />Trapper MineJuly 9, 2013 <br /> <br />
