and necessary to achieve the approved post -mining land use, and are not poisonous or <br />noxious (4.15.2(3)). The seed mix is provided in Table 5-6 of the permit. <br />B. Methods to measure herbaceous cover and production and species diversity are discussed <br />in Section 2.05.4 of the RN -04 Abridged Permit Document. These techniques include use <br />of a grass and forb seed mixture, with double the application rate for areas that were <br />hand -broadcast rather than drilled. Straw mulch was crimped into the soil at the time of <br />seeding, and noxious weeds are to be controlled throughout the liability period. The <br />Division approved these techniques (4.15.7(l)). <br />C. Irrigation <br />No irrigation is anticipated to be used during revegetation at the Carbon Junction Mine. <br />D. Weed and Pest Control <br />Noxious weeds will be controlled on the revegetated areas of the mine site. Upon <br />identification of an infestation, OEI will implement control measures. Control measures <br />will be implemented based on recommendations of the local NRCS or agricultural <br />extension office. OEI will modify the permit as necessary to address the measures to be <br />implemented. <br />E. Fertilization <br />Soils will be tested after spreading and prior to seeding to determine the necessity of <br />applying fertilizer. Fertilization rates will be based on the recommendations of the local <br />NRCS or agricultural extension office and will reflect the nutrient requirements of the <br />species in the seed mix. Fertilization may be delayed up to three growing seasons after <br />initial planting to minimize weed growth in the reseeded areas. <br />F. Revegetation Success Criteria <br />The criterion for evaluation of revegetation success for the approved post -mining land use <br />of dryland pasture is vegetation cover, herbaceous production and species composition <br />subject to the applicable requirements of Rules 3.03.1(3)(e) and 4.15.10. The revegetation <br />success criteria will be based on the quantitative sampling and characterization of the <br />dryland reference area. The location of the dryland reference area is shown on Map 5-8. <br />The following will be the revegetation success criteria for the Carbon Junction Mine: <br />Vegetation Cover <br />Vegetation cover of the reclaimed area will be successful when vegetation cover is <br />equal to or greater than 90 percent of the total herbaceous vegetation cover of the <br />dryland pasture reference area with a 90 percent statistical confidence. <br />Herbaceous Production <br />Herbaceous production of the reclaimed area will be successful when the herbaceous <br />production is equal to or greater than 90 percent of the total herbaceous production of <br />the dryland pastures reference area with a 90 percent statistical confidence. <br />Woody Plant Density <br />16 <br />
