The Division will require that each hole, well or other underground opening, be capped, sealed, <br />or otherwise properly managed (4.07.3). All wells have been sealed to the satisfaction of the <br />Division of Water Resources. <br />VL Use of Explosives — Rule 4.08 <br />Explosives were used in the early 1980s under the original mining permit (C-1982-054). No <br />blasting has occurred since the 1993 issuance of Carbon Junction Mine permit C-1992-080. <br />VII. Disposal of Excess Spoil — Rule 4.09 <br />A. The Division approved the use of a disposal area for excess spoil (4.09.1(1) <br />B. The Division reviewed the design for the fill and previously approved it (4.09.1(2)) <br />C. The Division approved of the location of the disposal area within the Carbon Junction <br />drainage (4.09.1(6)). <br />D. The underdrain system was constructed simultaneously with excess spoil placement by the <br />natural segregation of dumped materials. The resulting underdrain system is capable of <br />carrying anticipated seepage from rainfall as well as springs and seeps within the <br />foundation of the disposal area away from the fill. Other requirements for drainage control <br />will be met (4.09.4(5)). <br />VIII. Coal Mine Waste Banks —Rule 4.10 <br />No coal mine waste banks were requested or approved for this mine; no processing waste was <br />generated during the mine's operation <br />IX. Coal Mine Waste — Rule 4.10 <br />No special findings were made by the Division. <br />X. Backfilling and Grading — Rule 4.14 <br />A. The Division approved the retention of box cut spoil or initial cut spoil outside the pit area <br />since the applicant has demonstrated that such material is not required to achieve <br />approximate original contour in accordance with 4.09.1 (4.14.1(2)(d)). <br />B. The Division approved a modification of the general requirements of 4.14.2 for <br />reclamation to approximate original contour because the requirements of 4.27 for steep <br />slope mining have been met (refer to Section B. XX of this document). <br />C. The Division proposes to approve the method and design specifications for covering and <br />compacting of acid -and toxic -forming materials in order to prevent leaching into surface <br />and ground water and to insure backfill stability (4.14.3(2)). <br />XL Revegetation — Rule 4.15 <br />A. The Division approved the use of introduced species in the reclamation seed mix. The <br />applicant has submitted information which shows that the introduced species are desirable <br />15 <br />
