July 17, 2015 C-1981-014/Southfield Mine RDZ <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3) <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br />The entrance road to the mine site, the Davidson Branch Road, and the Monarch Fan Road were found to <br />be functional. No erosion was seen on the hillside below the Monarch Fan Road, including at locations below <br />culverts. <br />The Davidson Branch Road was inspected for approximately half a mile, from the point where it starts at the <br />Monarch Fan Road to a point above the location where EFCI had previously proposed a borrow area for water <br />bars. (Maps, satellite imagery, and GPS were used to identify this location.) No borrow area was seen, which is in <br />accordance with the most recently approved Southfield plan (see minor revision MR -67). <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />The RDA was inspected from the road/track along the toe. Near Pond 4, the slump, which was identified <br />in the June inspection, has not been repaired by EFCI. <br />At the facilities/portal area, no large bare spots, erosion, or weed patches were seen. The erosion control practices <br />(BMPs) in this area were inspected. Near the gravel lot, wattles require maintenance. Sediment removal is <br />necessary, and this material could be used to fill the small rills on this hillside. Wattles also require minor <br />maintenance at the northwest corner of the truck tunnel. <br />At the Monarch Fan area there is grass that is 2 — 3 feet high that covers the area well. <br />REVEGETATION — Rule 4.15 <br />Vegetative Cover; Timing: <br />The three reference areas were inspected: Plot A, Plot B, and the new reference area. <br />At Plot A there was no disturbance, no erosion, no large bare spots, and no weed patches. The dominant species <br />include short prairie grasses, juniper, sage, and yucca. It did not appear that the reference area boundary was <br />marked. <br />At Plot B there was no disturbance, no erosion, no large bare spots, and no weed patches. The dominant species <br />include scrub oak, ponderosa, pinyon, serviceberry, and juniper. The reference area boundary was marked on the <br />west side (including a sign as shown in photo) as well as at the south corner. No markers were seen at the east <br />corner or the north corner. <br />At the new reference area there was no disturbance, no erosion, no large bare spots, and no weed patches. The <br />dominant species include scrub oak, pinyon pine, serviceberry, short prairie grasses, and cactus. Large, dead pine <br />trees are present in this area.
