July 22, 2015 C-1980-007/West Elk Mine JRS <br />pad was seeded for stability and erosion control until it is needed. There was good vegetative cover on the pad and <br />excellent vegetative cover on the topsoil pile. There were no weeds noted on the pad or the topsoil pile. <br />- Drill pad E3-75/76/78 was backfilled and regraded. The pad was stable and there were no signs of slumping, <br />settling or cracking. The pad blended well with the surrounding undisturbed areas and AOC has been achieved. <br />There was positive drainage off of the pad and no erosion was noted. The boreholes were plugged and the <br />markers were in place. Topsoil has been spread on the pad and there was good vegetative cover. This pad is the <br />continuation of a pad that was created for exploration hole 96-22. Only the portion of the pad that was used for <br />E3-75/76/78 will be released. There was a large patch of Canada thistle on the lower portion of the 96-22 <br />pad that will need to be sprayed. <br />HYDROLOGIC BALANCE - Rule 4.05: Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br />4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring <br />4.05.13; Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, <br />4.05.9; Stream Buffer Zones 4.05.18: <br />- All of the pads and roads were small, linear sites. The largest of the pads was approximately one acre. The roads <br />are approximately 14 -feet wide. These pads and roads are generally in steep terrain. As such, they are all <br />backfilled and regraded to match the original/surrounding topography. Given their small size, there are no post - <br />mining drainage channels on the pads or roads. Rather, runoff comes off of the pads and roads as sheet flow. <br />Because of their small size, there is not enough flow to cause erosional problems. There was only minor rilling on <br />the lower portion of pad E2-19, but it should heal itself as more vegetation comes in. None of the other pads or <br />roads showed any erosional problems. There was no sediment seen outside of the pad or road disturbance and <br />there were no off-site impacts noted at any of the pad or road locations. <br />ROADS — Rule 4.03: Construction 4.03.1(3)/4.03.2(3); Drainage 4.03.1(4)/4.03.2(4); Surfacing and Maintenance <br />4.03.1(5) and (6)/4.03.2(5) and (6); Reclamation 4.03.1(7)/4.03.2(7): <br />- The light -use road to pad E2-19 was wet and muddy from rainstorms that moved through the area the night <br />before. The road was backfilled and graded and blended well with the surrounding undisturbed areas. The <br />reclaimed road meets AOC. There was positive drainage off of the road and no erosional problems were noted. <br />The reclamation was heavily grazed but there was still good vegetative cover. There was some bull thistle and <br />hound's tongue on the road that will need to be sprayed. <br />- The light -use road to pad E2-23 was a bit wet and muddy from rainstorms that moved through the area the night <br />before. The road was backfilled and graded and blended well with the surrounding undisturbed areas. The <br />reclaimed road meets AOC. There was positive drainage off of the road and no erosional problems were noted. <br />The reclamation had excellent vegetative cover. <br />- The light -use road to pad E2-26.5 was backfilled and graded and blended well with the surrounding undisturbed <br />areas. The reclaimed road meets AOC. There was positive drainage off of the road and no erosional problems <br />were noted. The reclamation had good vegetative cover. <br />- The light -use road to pad E3-32.5 was backfilled and graded and blended well with the surrounding undisturbed <br />areas. The reclaimed road meets AOC. There was positive drainage off of the road and no erosional problems <br />were noted. The reclamation had good vegetative cover. <br />- The light -use road to pad E3-36 was muddy from the previous night's rain. The road was backfilled and graded <br />and blended well with the surrounding undisturbed areas. The reclaimed road meets AOC.
