King Coal Mine (C-1981-035) TR -24 Adequacy Review #1 Response <br />some affected areas lie outside the bounds of the permit area. The Division expects that this configuration <br />was developed in order to identify any impacts due to angle of draw that may have resulted from removal <br />of coal right up to the permit / lease boundary. Mining at King I was completed in 2009, so GCC should <br />have an accurate map of the final underground workings from which the actual affected area (including <br />angle of draw) can be determined. <br />a. DRMS 02/18: Please revise the King I maps to accurately depict the true affected area, given the final <br />extent of the workings and associated projection of the angle of draw to the surface. <br />DRMS 06/14: The affected area boundary has been updated, as requested. However, the symbol <br />used is a light -weight green line which is hard to see, and there are already two other solid green lines <br />being used on Ma ps 004. Please use a line type that is more readily identifiable, and add the symbol <br />to the Legend(s). <br />King I & II maps that show the affected area boundary have been updated to with a line <br />type that is more readily identifiable, and the Legend symbol has been updated to <br />reflect this change. <br />b. DRMS 02/18: Once this area is determined, please update the affected acreage provided in King I <br />Section 2.03.8. Acreages shown for disturbance at the surface facilities for King I and King II should <br />also be reviewed, and updated as necessary. <br />DRMS 06/14: Sections 2.03.8 were revised to show affected areas (for surface disturbances and <br />underground workings) for the specific facility. [The Division notes that actual affected area for King <br />I is significantly smaller than what was permitted and previously assumed.] The total permit area <br />(2,702.77 acres) is given in both locations. This item has been satisfactorily addressed. The <br />application form indicated that an increase of 83.7 acres the previous permit has resulted from the <br />new boundary. The Division is interested to know how the proposed total acreage was calculated. <br />(The permit does not need to describe the method used; the information is for the Division's records.) <br />The Permit Area acreage in the current permit is listed as 2046.15 at King I and 295.5 <br />at King II (2341.65 acres total). These numbers were originally submitted using the <br />best information available at the time and included the "affected areas" that were <br />shown as outside of the Permit Area Boundary. The revised total Permit Boundary <br />acreage (2,702.77 acres) reflects not only updated survey information, but addresses <br />your comments concerning affected areas that lie outside of the permit area <br />boundaries. Sections 2.03.8 as submitted reflect the current permit area as well as the <br />affected area as determined by underground workings and actual surface disturbance <br />areas. <br />2.03.10 Other Licenses and Permits <br />1. DRMS 02/18: The Division understands that GCC Energy, LLC is currently pursuing a Class II Special Use <br />Permit through La Plata County. Please revise Sections 2.03.10 of the permit to include the identification <br />number of the Class II Special Use Permit application in accordance with Rule 2.03.10(3). <br />DRMS 06/14: Information about the county permit process was provided, as requested. This item has <br />been satisfactorily addressed. <br />a. (New) DRMS 06/14: The discussion on the Emission Permit does not mention that Final Approval of <br />
