King Coal Mine (C-1981-035) TR -24 Adequacy Review #1 Response <br />Modification 1 to Permit No. 09LP0202F was issued on 9/3/2013. Please revise the date of issuance, <br />and expiration date, if appropriate. If the expiration date (5/21/2015) did not change, please <br />provide an explanation of the current status of the mine's emissions permit. <br />King I & II, Sections 2.03.10 were originally updated as requested to include the La <br />Plata County Class II Special Land Use Permit application number. The Air Emission <br />Permit issue and expiration dates are on the same page and were overlooked. Sections <br />2.03. 10 have been updated to included actual Air Emission Permit issue and expiration <br />dates. <br />2.04.7 Hydrology Description <br />a. (New) DRMS 06/14: The King I and II permit text (Sections 2.04.7 Hydrology Description) has not been <br />expanded to incorporate a discussion of the updated well information. As an example, the permit is silent on <br />the wells from the Vista de Oro subdivision. With respect to King I, there appear to be more wells in the vicinity <br />(downgradient) than there once were. Please update the 2.04.7 Groundwater Hydrology discussion for King I <br />and King ll, as appropriate. <br />A geo-hydrologist has been retained by GCC Energy to review groundwater hydrology <br />as it applies to CDRMS and OSMRE current and future permit areas. This report, as <br />well as updated Sections 2.04.7, will be forwarded to the Division upon completion. <br />2.05.3 Operation Plan — Permit Area <br />DRMS 02/18: Rule 2.05.3(2) Operation Description <br />DRMS 02/18: Paragraph (b) requires that all proposed surface disturbances to be associated with the <br />underground mining activities be described and shown on a map. Map King II -005 illustrates the <br />proposed mine workings, but does not show the locations of drill holes. Please update this map to <br />identify and show locations for the nine development drill holes approved under TR -22. <br />DRMS 06/14: Map King II -005 was revised to include the drill hole locations. Please add the symbol <br />and explanation to the Legend. <br />Map King II -005 has been revised to include the symbol for drill hole locations in the <br />Legend. <br />DRMS 02/18: The Division understands that other than development of the mains, mining operations <br />at King II have occurred thus far solely within the OSM permit area. In accordance with 2.05.3(2)(b), <br />please amend Map King II -005 to show the proposed timetable for mining the coal resource located <br />within the DRMS permit. <br />DRMS 06/14: Proposed years for future mining are shown on Map King II -005, as are the workings <br />that have already been developed. A cross -hatched area is outlined in the NW corner of Section 36, <br />extending into the OSM permit area. Is this an area from which pillars have been pulled? Please <br />include the symbol in the Legend, and label the OSM permit area. Also, please identify the area of <br />the underground workings where water may be stored, as described in the water court decree. <br />
