Historically this well contained <br />insufficient water levels for collecting and testing water. CDRMS agreed that MW -2 and <br />MW -3 will be address water sampling requirements given the current configuration at the <br />property. <br />2. Surface water Quality Sampling Quarterly surface water quality sampling from three <br />stations, SW -1 through SW -3 could not be performed due to insufficient stream flows to <br />collect samples during the summer, fall, winter and spring sampling periods. <br />3. Engineering Report, Parcel 39 (Exhibit Q. UMC identified 5 adjacent property owners <br />with man-made structures within 200ft of the mill permit boundary. Of these, we obtained <br />and submitted to the Division in our permit application three (3) properly executed <br />Structural Agreements for Parcels 23, 38, and 40 and one (1) Engineering Report for <br />Parcels 21/36. Missing in our application was Parcel 39, Dale J and Deborah <br />Wibbenmeyer. <br />On 19 August 2014, Dowl HKM's Mr. Michael Henderson, PE provided UMC with an <br />Engineering Report addressing Parcel 39. This document was submitted to CDRMS, <br />completing our Exhibit L requirement. <br />4. TSF Construction Schedule (Exhibit C). On 27 October 2014, UMC submitted a <br />construction schedule to CDRMS, showing our planned construction activities for the <br />2015 Spring -Summer construction season. Unfortunately, delays associated with the <br />final construction and operation of the mill continue to be influenced by poor metals <br />market conditions. UMC is in discussion with possible investors. However, at this time <br />we believe that funding will not be in place in time to complete construction activities <br />during the 2015 construction season. <br />5. Access Road Construction. As required by CDOT, UMC paved the first 40ft of the access <br />road from US highway 24. <br />
