June 23, 2015 C-1981-035/King Coal Mine MLT <br />SUPPORT FACILITIES - Rule 4.04: <br />• Volumes of coal at Stack Tubes 41 and 92 were somewhat reduced in size (Photo 1), as was <br />the number of highway haul trucks waiting to be loaded with coal. <br />The pad areas around Stack Tubes 41 and 42 were in good condition, and no coal was found <br />to be spilling off the designated storage areas. A line of survey stakes has been installed <br />marking the approved northern perimeter of 42 (Photo 2). GCC should consider using a <br />second line of stakes to mark the toe of the coal pile, so that a collection ditch will always be <br />maintained. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge <br />Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring <br />4.05.13; Surface Water Monitoring 4.05.13; Drainage Acid and Toxic Materials 4.05.8; <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />• The King II sediment pond was dry, and the primary and emergency spillways were clear <br />(Photo 3). However, the top lip of the outlet pipe for the primary spillway was slightly <br />warped, and should be straightened (Photo 4). <br />• The western diversion ditch and the southern portion of the eastern diversion ditch (Photo 5) <br />were clear. Vegetation growing in the northern segment of the eastern diversion may need to <br />be cut back or treated to ensure sufficient flow capacity of the ditch (Photo 6). (Cheatgrass is <br />a major component of the vegetation; it is recommended that GCC be mindful of this when <br />disposing of the material, so that the seeds are not spread.) <br />• The East (Photo 7) and West (Photo 8) sediment ponds at King I were both impounding a <br />small amount of water. <br />• At King I, maintenance work had recently been completed on Ditch 6, which collects flow <br />from the fan bench and directs it to another ditch (9) that feeds the West pond. <br />• Also and King I, the area surrounding the drop inlet to culvert 7 had been regraded and the <br />screen was clear. <br />• Flow from the natural drainage approaching King I from the south is captured by Culvert 3. <br />The area surrounding the inlet had been recently cleared using a small backhoe (Photo 9). <br />TOPSOIL Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution <br />4.06.4: <br />• At King II, the sediment pond topsoil pile and the main topsoil stockpile were both well <br />vegetated, and protected from erosion by wind and water. <br />Number of Partial Inspection this Fiscal Year: 11 <br />Number of Complete Inspections this Fiscal Year: 4 Page 3 of 9 <br />
