June 23, 2015 C-1981-035/King Coal Mine MLT <br />EXCESS SPOIL and DEVELOPMENT WASTE Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br />• Coal Mine Waste had been recently placed and compacted along the northern side of the <br />refuse pile at King I. <br />RE VEGETATION Rule 4.15 <br />Vegetative Cover; Timing: <br />• Southwestern Colorado has experienced unusually wet spring weather in 2015. A nearby <br />CoCoRaHS (Community Collaborative Rain, Hail & Snow) site, Station CO -LP -16, reported <br />4.45 inches in May and 1.99 inches, to date, in June. Grasses, including Mountain brome, <br />Wheatgrasses, and Orchardgrass, were flourishing, and were approximately three feet tall <br />(Photo 10). <br />• In 2014, numerous Musk thistle plants were found to the north and northwest of the King II <br />topsoil stockpile. Mitigation efforts employed by GCC appear to have been largely <br />successful, as very few plants were sighted on this inspection. Please ensure that any plants <br />found are promptly treated. <br />FISH and WILDLIFE Rule 4.18: <br />There were a number of elk tracks and sign at the King 11 surface facilities, especially around <br />and north of the main topsoil stockpile area. <br />ENFORCEMENT ACTIONS/COMPLIANCE <br />No enforcement actions were initiated as a result of this inspection, nor are any pending. <br />Number of Partial Inspection this Fiscal Year: 11 <br />Number of Complete Inspections this Fiscal Year: 4 Page 4 of 9 <br />
