June 16, 2015 C-1982-056/Foidel Creek Mine JLE <br />• The spillway of the 6MN Sediment Pond has lost its approved trapezoidal design and should be repaired <br />to the design specifications as required by Rule 4.05.9. According to Exhibit 08X, the spillway needs to <br />have a 12 foot bottom width and 2:1 side slopes and needs to be 1.2 feet deep. <br />o This issue has been addressed; the spillway has been reconfigured to comply with the approved <br />designs. <br />• The ditch along haul road C near the railway crossing has been cleaned and rock checks have been <br />installed. The culvert from the repaired roadside ditch under the railway tracks is 3/4 full of sediment and <br />should be cleaned out. <br />o The inlet to the culvert has been cleaned out; however, either the outlet was not cleaned or <br />sediment has collected at the outlet. The outlet to the culvert will need to be cleaned. <br />• The culvert under road C west of the rail tracks is about 1/2 full of sediment and will need to be cleaned. <br />o This issue has been addressed. <br />• Three 8" pipes are identified under the 6MN access road to aid in the drainage of water in the area. These <br />pipes are not identified on Map 24 and no designs for these pipes exist. Please evaluate these pipes and <br />submit the appropriate designs to be included in the permit. Also, these pipes were partially clogged and <br />will need to be cleared. TC could also remove these pipes if they are not necessary. <br />o TC has welded these pipes shut and they are no longer functional. This is no longer considered an <br />issue. <br />• Two unidentified 4" diameter pipes were observed from the Area 1 Pit, under the access road, and to the <br />Pond D side embankment. These pipes were not functioning at the time of the inspection with one <br />housing electrical cable and the other empty. If these pipes are required, identification on appropriate <br />maps is needed. If not required, all non -coal waste will need to be disposed of. <br />o TC has determined that these pipes are not necessary and they will remove them. <br />• Old rail road tracks and wood ties are stockpiled adjacent to Pond B. All non -coal waste will need to be <br />removed and disposed of in a permitted and approved manner. <br />o This issue was discussed with Jerry Nettleton; he indicated the rail road has this material <br />stockpiled at this location in order to conduct repairs as needed. This is no longer considered an <br />issue. <br />• The access road culvert to Pond F adjacent to the warehouse is full of sediment and needs to be cleaned. <br />There is a highpoint in the ditch leading to this culvert allowing for some ponding of water. TC will need <br />to grade and re-establish positive drainage in this ditch. <br />o The ditch has been regraded and is now functioning; however the culvert remains to be cleaned. <br />• An animal has burrowed into the embankment the weir at Pond G is installed into. The hole will need to <br />be repaired. <br />o The hole has been repaired. This item has been addressed. <br />• Wolf Creek Reserve Corehole abandonment reports. TC will need to submit the required proof of <br />compliance reports with the information outlined in Rule 4.07.3(3) for the 30 coreholes abandoned in <br />2014. The Division requested this information by May 15, 2015. I spoke with Mr. Nettleton about this <br />issue and he indicated that due to layoffs, the environmental staff is still working on completing this <br />report. The Division will check the status of this during the next regular inspection. <br />o TC has prepared an abandonment report for these coreholes and intends to submit this information <br />Number of Partial Inspection this Fiscal Year: 8 <br />Number of Complete Inspections this Fiscal Year: 4 <br />Page 12 of 15 <br />
