June 16, 2015 C-1982-056/Foidel Creek Mine JLE <br />SUBSIDENCE — Rule 4.20: <br />TC is moving the longwall to the 13LT panel in the western mining district. Fish Creek is above portions of the <br />13LT panel. <br />SUPPORT FACILITIES - Rule 4.04: <br />A gully has formed on the 5MN cement borehole pad embankment. TC dispatched a contractor at the site to <br />repair and stabilize the gully. Brian Watterson with TC sent me pictures of the repairs on June 22, 2015. It <br />appears TC has placed rip -rap into the gully and have installed erosion control waddles at the base of the pad <br />where the gully daylights. <br />TC has placed pond cleanings on the 15LT borehole pad to dry. TC intends to truck this material to the waste pile. <br />There is a steep slope on the embankment as you enter the 16LT Utility Borehole Pad. TC has installed erosion <br />control matting on the slope and straw waddles at the base of the slope to control sediment. Cattle or wildlife have <br />damaged the matting and the straw waddles. TC is evaluating the future use of this utility borehole. Mr. Jerry <br />Nettleton indicated that they may not need the borehole in the future and the site may be reclaimed. If the site will <br />be reclaimed in the near future, repair of the erosion control matting and waddles will not be necessary. However, <br />if the pad will remain in use or idle; the erosion control matting and waddles will need to be repaired or replaced. <br />The large tent covering the borehole has been removed. Two erosion gullies are observed on the cut face of the <br />southwest portion of the pad. These gullies have been stabilized with erosion control matting. <br />New maintenance items: <br />• A drainage crosses the 15LT Borehole Pad access road and goes through a culvert. The drainage has <br />eroded near the outlet of the culvert and will need to be repaired and stabilized. <br />The storage area that was formally the stoker coal storage and loadout area has a significant amount of <br />noncoal waste strewn throughout the area. TC needs to evaluate the material stored in this area and <br />dispose of the noncoal waste in a designated site in the permit area or in a state approved solid waste <br />disposal area outside the permit area in accordance with Rule 4.11.4. <br />Number of Partial Inspection this Fiscal Year: 8 <br />Number of Complete Inspections this Fiscal Year: 4 <br />Page 10 of 15 <br />
