June 9, 2015 C-1996-084/Lorencito Canyon Mine JHB <br />observed. (photo 2) <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; <br />The Inspection began at the far west side of the permit at the Pond 6 drainage. Pond 6 was muddy with <br />an almost dried up puddle of water in the bottom. (Photo 3) <br />The topsoil borrow SAE on the SW extent of the disturbed area has developed a good stand of vegetation. (Photo <br />4). No concerns were noted with this SAE. <br />Pond 8 and the upper sediment trap were holding water. <br />Pond 9 was holding water but well below the discharge elevation. <br />Ditches throughout the site were functioning well. Culverts were functional with no blocked culverts. Some of <br />the sediment traps at culvert inlets have filled with sediment. NECC may wish to clear the sediment from these <br />sediment traps. The current conditions allow the surface water to drain as designed. <br />ROADS — Rule 4.03 <br />Surfacing and Maintenance 4.03.1(5) and (6)/4.03.2(5) and (6): <br />The access road through the reclaimed mine is in good shape and appears to have been recently graded. <br />REVEGETATION — Rule 4.15 <br />Vegetative Cover; Timing: <br />Vegetation throughout much of the mine site is good. Most of the regraded slopes are stable. Slopes that <br />have had rilling or gullying have been repaired and permanent vegetation is becoming established. <br />Shrub patches have become established throughout the reclaimed area. NECC has transplanted shrub and tree <br />seedlings to the west of the "knob" with limited success. This fenced plot has a dense stand of grass which may <br />be impeding the successful establishment of the shrubs. NECC has flagged surviving shrub seedlings. Vince <br />reported that 103 seedlings remain alive and viable within the fenced plot. NECC has marked the surviving <br />seedlings with flagging tape. Visual observation confirms that many of these seedlings are budding or have <br />leaves. The weather has been favorable with adequate moisture this spring. NECC should monitor the seedlings <br />this summer and may want to irrigate these surviving seedlings if the weather dries out too long. Weed barriers <br />around the seedlings may give the woody stems an advantage against competition with the grasses. (Photos 5 & <br />6) <br />SLIDES and DAMAGE - Rule 4.12: <br />NECC had previously conducted repairs to gullies on the far west slope. NECC had filled in the gullies <br />and staked coir wattles to the slope.
