stockpiles; stockpiles should be reseeded if they are to be left in place for more <br />than one year. If stabilization of the stockpiles will be accomplished through re - <br />vegetation, then specify the grass species which will be planted along the with <br />application rate (PLS/acre). <br />RESPONSE: Due to the very small amounts of topsoil, all material stays within the <br />active bench to be redistributed during the mining process (refer to the "Mining <br />Plan Narrative". <br />17. The Mining Plan specifies that explosives are being used in the mining operation. <br />The Applicant provided information on blasting associated with the Masonville Div <br />Operation (M-1985-099). Please provide updated information for the Sprague <br />Stone Operation. in accordance with rule 6.5(4), the Operator must demonstrate <br />the offsite areas will not be adversely impacted by blasting. The blasting plan shall <br />include the following information. <br />a) Specify frequency of blasting <br />b) Specify the blast pattern <br />c) Provide a cross section of a typical hole profile <br />d) Specify the delay timing <br />e) Specify the air overpressure <br />f) Specify the peak particle velocity <br />g) Specify the maximum weight of explosives detonated in an 8 millisecond period <br />h) Specify who will conduct blasting <br />i) Specify if a pre -blast survey of all permanent man-made structures with the <br />potential to be impacted by blasting has been conducted <br />RESPONSE: At the present time, the owner/operator does not have an active <br />license to blast. However, they do intend to blast in the future and will acquire the <br />appropriate licenses at that time. As an alternative to blasting, the owner has <br />indicated they will be using a product called Dexspan. Dexspan is an expansive <br />demolition grout used to break rock. It is a powder that is mixed with water and <br />poured into strategically located drill holes. This method has several advantages <br />which include: a silent cracking process, a much more safe process, no vibration <br />and no dust. A "Mining Operation Blasting Plan" statement has also been added to <br />the Mining Plan Narrative. <br />18. Please specify how the various mining phases will be delineated in the field and <br />provide a commitment to delineate active phases for the life of the mine. <br />RESPONSE: Current phase 1 mining areas are delineated in Exhibit F.2 — "Phasing <br />Map For Future Permitting And Reclamation". There are three (3) distinct areas <br />that total 4.19 acres. Each area has been opened up to produce three diverse <br />colors of sandstone. The operator/owner has developed a phasing plan that will <br />reference the well-defined parcels shown on the "phasing map" to help allocate <br />R:\2000\2089.00 Sprague Quarry\DOCUMENTS\CORRESPONDENCE\COMMENTS\Sprague comment and response.docx <br />
