6.4.4 Exhibit D — Mining Plan
5. Please specify if there are existing stockpiles of topsoil or sandstone fines which
will be used during reclamation. If so, specify the approximate volume of material
that is stockpiled.
RESPONSE: There are no stockpiles of topsoil. The mined sandstone is located on
the surface with 0-3 inches of ground cover. The sandstone fines are spread out
across the open bench to help reduce the steep grades and stabilize the mining
area. The active phase 1 mining areas will not have stockpiles of overburden.
6. The Mining Plan states the reclaimed quarries may be returned to mountain
pastures or building sites. The Application form specifies the post -mining land use
will be rangeland. In order to place buildings or other structures on the reclaimed
site the Applicant will need to revise the post -mining land use to include either
residential or industrial/commercial uses. In addition, the Applicant will need to
demonstrate the site is appropriately zoned with Larimer County for the desired
land uses.
RESPONSE: In the Division of Reclamation, Mining and Safety "Construction
Materials Regular (112) Operation Reclamation Permit Application Form, item 12
"Primary future (Post -mining) land use": Rangeland is selected. Rangeland is also
selected in item 13 "Primary present land use" in the same application form. There
will be no buildings or other structures on the reclaimed site.
7. As required by Rule 6.4.4(f)(i), specify the nature, depth and thickness of the
deposit to be mined and the thickness and type of overburden to be removed.
RESPONSE: The thickness of mined materials is approximately 21 feet in depth
and 1-2 inches of topsoil overburden. A narrative has been added to Exhibit D. It
explains the details listed in Rule 6.4.4(f)(i).
8. The Applicant has stated that waste rock (overburden) has been incorporated into
the existing working decks. Please specify what will happen to the working decks
as the quarry operation moves into other phases. If the working decks will need to
be graded and or moved, then specify the volume of material which will need to be
graded or moved.
RESPONSE: There is 20% of rock overburden found on the working decks and will
be used immediately to reclaim the active mining area prior to opening up and
moving to the next active mining area.
9. Typically quarry operations generate a substantial amount of waste rock or
overburden during the extraction of sandstone. Please describe how the Operator
will handle this material during active operations including, where the material will
be stockpiled in relation to the quarry area.
R:\2000\2089.00 Sprague Quarry DOCUMENTS\CORRESPONDENCE\COMMENTS\Sprague comment and response.docx
