May 20, 2015 C-1982-057/Seneca II -W Mine JHB
with Pond 006.
Pond 16 had a good flow entering pond form springs and runoff. The previously identified slump on the east side
of this pond does not appear to have moved. Pond appears stable and vegetation is filling in on the embankment
from where work was conducted previously. SCC needs to conduct some weed control on this outslope for
houndstongue and some thistle. Pond 16 discharge measured 0.25 on the flume staff gauge. However, this flume
has sediment and vegetation deposited in it. This flume is slated for replacement this construction season. SCC
uses bucket and stopwatch method for determining discharge rate.
Drainage YPM-2-13 was carrying considerable flow from springs and run-off. YPM-2-13 is handling the flow
well. However, there is a gully forming on the south side of PM -2-13 that continues to deepen. It appears that
repairs have been enacted on this area previously, but additional work is needed to reduce the enlargement of this
gully. This gully is located north of the fenced shrub plot 2006 BB Riparian.
PM -213-2 and PM -213-1 surge Tank were holding up well and functioning as designed. PM -2C drainage and
upper reaches of PM -213 drainage were holding up well and handling runoff without undercutting or short cutting.
Upper riprapped portions of PM -2A were holding well. North of the riprapped portion of PM -2A drainage, a
nick point has undercut the fabric reinforcement of the drainage channel and has undercut the drainage
approximately 3 feet. All sediment from this feature is caught in PM -2A-1 surge tank. Maintenance of this
feature is needed to retard further head cutting up the drainage.
ROADS — Rule 4.03
Drainage 4.03.1(4)/4.03.2(4)
Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6)
Roads were very soft and muddy due to extended rains and wet snows over the preceding days. Access
to the shop area was good and well graveled. Access to the southern portions of the mine is limited to monitoring
and maintenance, access roads are maintained to allow for this function. The Inspector was able to drive on
Access road J to Pond 16. South of Pond 16, the road became softer, and steeper. To minimize unnecessary
damage to the road by driving on it when muddy, the vehicle was not driven past pond 16 area.
The Ridgeline Access road was drivable to the ridge. South of the intersection with LU -3, the road became soft
and muddy. The inspector and operator continued on foot to minimize damage to the roadway.
Due to the muddy conditions no attempt was made to drive north on the ridgeline access road to access road G.
RECLAMATION SUCCESS - Rule 4.15, Rule 3:
Vegetation throughout the mine site looked very good. SCC has a grazing lease agreement with one of
the neighboring landowners. Cattle were not yet on the property. SCC will need to monitor the grazing to assure
that the rancher moves the cattle as needed to minimize potential overgrazing in specific areas, like near water
sources.
Number of Partial Inspection this Fiscal Year: 7
Number of Complete Inspections this Fiscal Year: 4
Page 3 of 6
