Scott Cowman of Seneca Coal Company <br />accompanied the inspection and represented the operator. The mine site is a reclaimed surface mine. No <br />personnel remain on site. SCC personnel are located at the Peabody Sage Creek office located at the Peabody <br />Sage Creek Mine. <br />The area has received several continuous days of rain with some snow at the higher elevations. Tempertures <br />were above freezing, allowing for snow to melt quickly. The area is very wet and muddy. <br />BACKFILL and GRADING — Rule 4.14 <br />Steep Slopes 4.14.2, 4.27; Stabilization of Rills and Gullies 4.14.6: <br />The steep slope north of Pond 16 is holding up well. The gravel mulch has stabilized the lower portion of <br />the slope. Vegetation is becoming established on the west and central portion of the slope. Pennycress is <br />prevalent, but perennial species are establishing as well. Few noxious species were noted and do not seem to be <br />problematic in this area. <br />FISH and WILDLIFE — Rule 4.18: <br />Cutthroat trout were spawning in Pond 16. 3 pair of Cutthroat trout were spawning in the gravels on the <br />north west side of pond 16. (photo 1). The fish ranged from approx 7 inches to over 10 inches. Another large <br />fish was observed in the middle of the pond, and appeared to be at least 18 inches long. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Surface Water Monitoring 4.05.13; Impoundments 4.05.6, 4.05.9; <br />Pond 006 was holding water and discharging.
