A Technical Revision may be filed to address this change once <br />approval from the Ditch Company has been obtained. <br />10. The Mining Plan calls for salvaging fines from the wash plant settling pond. Please specify <br />where the fines will be stockpiled and illustrate the fines stockpile on the Mining Plan Map. <br />11. The Mining Plan states there are pre-existing highwalls present. Please specify the height and <br />length of the existing highwalls, such that the Division can calculate the total volume of <br />material required to reclaim the highwalls to a final grade of 3H: IV. In addition, indentify <br />the location of the highwalls on the Mining Plan Map. <br />12. The Mining Plan includes two scenarios for backfilling of the site which are based on <br />aggregate sales over the life of the mine. The final grade is the same for either scenario; <br />however, the resulting topography varies considerably. A range of possible topographic <br />outcomes is not acceptable. The Applicant must specify what the proposed post -mining <br />topography will be. If the gravel sales projections deviate over the life of the mine, then the <br />Operator may file a Technical Revision to address any changes to the post -mining <br />topography. Please revise the cross-sections included on Exhibit C-2 accordingly. <br />13. The Operator has specified various offsets from permanent man-made structures and the <br />active mining area. Please specify how the Operator will delineate and maintain these offsets <br />in the field. <br />14. The Mining Plan states there are areas of pre -law disturbance which do not have any <br />salvageable topsoil. Please specify the total acreage associated with these areas. <br />15. The Mining Plan states that topsoil will not be replaced on areas with a post -mining <br />designation of Residential or Commercial. Please note that these areas may only be released <br />if the post -mining land use has been achieved prior to requesting release. In other words, if <br />commercial development of the designated areas has not occurred prior to release, then these <br />areas must have topsoil replaced and must be revegetated. Please revise the Mining Plan to <br />acknowledge the Division's requirement. <br />16. The Mining Plan states that topsoil and fines stockpiles will be seeded and mulched if they <br />are left in place over two years. According to the Applicant, there is a deficiency of topsoil at <br />the site and the area is prone to extreme wind gust. As such, the Division believes it would be <br />a better practice to seed and mulch the topsoil and fines stockpiles after they have been in <br />place for one year. Please respond. <br />
