Mr. Striggow <br />Page 5 <br />May 13, 2015 <br />23. The amended area is situated in the lower reach of a natural drainage channel. The channel <br />has been cut off from the upper reach by the Poudre Valley Canal. However, everything <br />south of the Poudre Valley Canal drains through the amended area before discharging <br />through a culvert into the Larimer Canal. Pursuant to Rule 3.1.6(1), disturbances to the <br />prevailing hydrologic balance of the affected land and of the surrounding area and to the <br />quantity and quality of water in surface and groundwater systems both during and after the <br />mining operation and during reclamation shall be minimized. Please describe how the <br />drainage channel will be maintained following reclamation if the Operator plans on removing <br />approximately 15' of sandstone from the area. In other words, how will runoff from this area <br />drain into the Larimer Canal if the current elevation of this area is lowered by approximately <br />15'. <br />24. The Reclamation Plan includes a revised Dryland Pasture seed mix. The revised seed mix <br />contains all introduced species. Whereas the currently approved seed mix is comprised <br />entirely of native species. The Division places an emphasis on using native species whenever <br />possible. Please provide a technical justification for revising the seed mix or commit to using <br />the currently approved seed mix. <br />25. The Reclamation Plan calls for mulching the reclaimed site with straw mulch. Please clarify <br />that you will mulch at a rate of two tons per acre, as is currently approved. In addition, <br />specify if mulch will be crimped with a tractor in addition to the placement of straw netting. <br />26. Pursuant to Rule 3.1.6(1)(d), disturbances to the hydrologic balance are to be minimized <br />through measures such as the removal of temporary siltation structures from the drainways <br />after disturbed areas are revegetated and stabilized. Please clarify if the earthen berm to be <br />constructed at the south end of the amended area will be removed during final reclamation of <br />the site. If the berm will be removed, then specify the timing of removal as it relates to <br />establishment of vegetation. <br />6.4.6 Exhibit F — Reclamation Plan Map <br />27. The Reclamation Plan Map must be revised to include the following information: <br />a) The total permit area with a labeled permit boundary. <br />b) The expected physical appearance of the area of the affected land. The map must <br />show proposed topography of the area with contour lines of sufficient detail to <br />portray the direction and rate of slope of all reclaimed lands. <br />c) The map must show the name of the applicant. <br />d) The map must be prepared and signed by a registered land surveyor, professional <br />engineer, or other qualified person. <br />e) Give the date prepared. <br />f) The map shall be prepared at a scale not larger than 1 inch = 50 feet nor smaller than <br />1 inch = 660 feet. <br />
