Mr. Striggow
Page 3
May 13, 2015
12. The Mining Plan Map depicts the Windsor Canal on the east side of the amended area.
However, previously submitted maps identify this canal as the Poudre Valley Canal. Please
clarify the name of the canal on the east side of the amended area.
6.4.4 Exhibit D — Mining Plan
13. The Mining Plan does not specify the dip or strike of the sandstone beds. Please provide one
or more cross-sections of the amended area showing the strike and dip of the sandstone beds.
In addition, clarify if the quarry floor will follow the dip of the sandstone beds or if the
quarry floor will be horizontal or near horizontal.
14. Please specify if the quarry walls will be mined vertically. If the quarry walls will be mined
at an angle other than vertical, then specify the angle at which they will be mined.
15. The Operator has stated that stormwater captured in the quarry will infiltrate into the ground
within 10 days of a storm event. Any stormwater runoff intercepted by this operation that is
not diverted or captured in priority must infiltrate into the ground or be released to the stream
system within 72 hours. Otherwise, the operator is required to make replacements for
evaporation pursuant to an approved substitute water supply plan or decreed plan for
augmentation. During the Division's inspection conducted on April 23, 2015, stormwater
was observed in the quarry area immediately north of the amendment area. Please describe
how the stormwater will be managed at the mine site. The stormwater management plan shall
include provisions for either diverting stormwater from the active quarry areas or for
pumping water from the quarry.
16. The Operator is proposing to construct an earthen berm at the south end of the amendment
area. The Mining Plan does not specify if the berm will be constructed from topsoil or
overburden. Pursuant to Rule 3.1.9(3), topsoil stockpiles shall be stored in places and
configurations to minimize erosion. Topsoil should not be used to construct the proposed
berm since the structure will be located within a natural drainage channel. Please respond.
17. There are several permanent man-made structures on the 4.4 acre parcel including a small
house and a loafing shed and an above ground electric and telephone line. Presumably these
structures will be removed from the property prior to the commencement of mining. Please
provide documentation which demonstrates that the owner of the property has authorized the
Operator to remove the structures in order to accommodate the mining operation.
18. The existing access road follows the eastern boundary of the amended area. The road is
elevated above the amended area and the western edge of the road has a steep dip toward the
proposed quarry. The access road is situated on the west side of the Poudre Valley Canal, an
unlined canal that carries water periodically throughout the year. The proximity of these
structures to the quarry area, combined with saturated sub -grade materials from seepage of
the canal, places these structures at risk of possible slope failure.
