April 28, 2015 C- 1994- 082/Yoast Mine JHB <br />YPM -4 and YPM -4 -2 are holding up fine after snowmelt. <br />Pond 12 was discharging. Flume is not level. There is an excess of vegetation in the flume for determining an <br />accurate measure. SCC determines flow from this pond using the bucket & stopwatch method. This flume needs <br />to be replaced or re- leveled. <br />YPM -6 -3 appears to have held up well during snowmelt. <br />ROADS — Rule 4.03 <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.032(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br />The main access road from Routt County road No. 27 was damp but not soft and in good repair. Drainage <br />off the access road and road ditches were in good order. Previous gully repairs along the access road were holding <br />up well. One maintenance item was identified for the access road and associated culverts. <br />Culvert YA -4A outlet contained sediment and needs to be cleared. This culvert has also had some damage <br />to the outlet & needs to be repaired. <br />Access road LU -3A was in good repair. This road was damp, but not rutting. Runoff was draining appropriately <br />off the road. Ditches were functioning as designed with no breaching or blockage of the roadside ditches. <br />Access road LU -313 was in good repair and draining runoff effectively. The road became softer west of ST -1. The <br />inspectors did not drive on this west side but walked from ST -1. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />The mine site held up well to winter snowpack and subsequent snowmelt. Few gullies or rills were <br />observed. <br />One rill needing SCC attention to minimize continued downcutting was observed along the edge of the <br />equipment travel path for repairs conducted to YPM -7. This path was reseeded but the drill rows run down <br />the slope. The rill was observed to be 5 -7 inches deep. Brush packing or cross slope furrows may alleviate this <br />potential erosion feature. <br />REVEGETATION — Rule 4.15 <br />Vegetative Cover; Timing: <br />SCC sprayed for Jointed goatgrass noxious weed control in the fall of 2014 on Pond 10 embankment and <br />on the access to topsoil pile A. Jointed goatgrass is a winter annual so fall application is recommended. Bare <br />patches were observed in areas on the Pond 10 embankment where goatgrass was sprayed. Some goatgrass is <br />resprouting. A second pesticide application appears necessary to continue to manage this noxious weed <br />species. SCC needs to add perennial seed in the bare patches to minimize the opportunity for reinvasion by <br />noxious species.
