King Coal Mine (C- 1981 -035) <br />MT -07 Response <br />completed and calculations are currently under was to verify the various drainage <br />features at both sites. <br />3. Rule 2.05.3(5) Topsoil <br />a. A narrative about topsoil salvage and storage is found in King II Section 2.05.3 page 6. <br />The required information is available in the narrative. Please include a statement <br />directing the reader to the location of a map which shows the stockpile locations. <br />A statement has been added to Section King II: 2.05.3 page 8 of the permit to direct <br />readers to Map King II -007, which shows both stockpile locations. <br />b. The narrative in King II Section 2.05.3 page 6 states that the topsoil replacement depth <br />will be 6 inches. The narrative in King II Section 2.05.4 page 9 states that the topsoil <br />finished depth will be 12 inches. Please clarify what the final replacement depth of <br />topsoil will be and verify that enough topsoil has been salvaged to achieve the required <br />depth. <br />King II: Section 2.05.4 page 9 has been modified to be consistent with King II: Section <br />2.05.3 page 6. Epp and Associates Surveying performed calculations using pre - <br />disturbance and current aerial survey data to verify volume of the topsoil piles. This <br />information can now be found in King II: Section 2.05.3 page 8. Reformatting has <br />allowed the elimination of King Ik Section 2.05.3 page 7a. <br />2.05.4 Reclamation Plan <br />1. Rule 2.05.4(2)(b): The estimated reclamation costs for the King Coal Mine have been <br />updated by the Division to reflect 2014 unit costs. The revised reclamation cost estimate is <br />$884,249.71. The detailed cost estimate is attached for your review and comment. Please <br />update Appendix 12, Reclamation Bond Estimate, with the most recent reclamation cost <br />estimate (Midterm Review No. 7). <br />Copies of the reclamation cost estimate prepared by the Division is provided to replace existing <br />Appendix 12(1) of the King I and King II permits. <br />2. Rule 2.05.4(2)(f) and 4.11.1 Disposal of debris, acid- and toxic - forming materials constituting <br />a fire hazard. The Division was unable to find the section of the permit that addresses the <br />requirements of 2.05.4(2)(f). Please amend the permit to address this rule; alternatively, <br />please inform the Division where the information may already be found. <br />King I: Section 2.05.4 page 10 and King II: Section 2.05.4 page 17 have been amended to address <br />the requirements of rule 2.05.4(2)(f). <br />Page 7 <br />
