Production will be <br />determined by clipped plots. <br />On cropland areas only, Trapper proposes to collect soil samples and have them tested by a qualified <br />laboratory to determine fertilizer quantities. <br />The sections of the permit addressing this rule appear adequate and no additional information is needed. <br />2.05.5 Post Mining Land Use <br />2.05.5(1)(a) -(c) <br />(1)(a)Trapper intends to restore the pre -mine land uses at the site as indicated in section 4.2 of the permit. <br />These uses include farming, grazing of domestic livestock and use by wildlife. Section 4.2 of the permit <br />provides a brief narrative on how the post mine land use will be established. <br />(a) (iii) and (b) Appendix O of the permit includes correspondence between the permittee (who is also a <br />surface owner), the State of Colorado (Surface owner) and other local and federal land use agencies <br />regarding the selection of the post mine land uses discussed in the permit. <br />(c) According to section 4.2.1 of the permit, Map M46 depicts the boundaries of the cropland areas and <br />all areas not illustrated on Map M46 as cropland will be returned to rangeland as the post mining land use. <br />Map M46 appears to include three sheets, however the Division's hard copy and electronic copy only <br />includes Sheet 1. <br />One item needs to be addressed: <br />Map M46 depicts the post mine land uses approved for the permit area. In accordance with Rule 2.05.5(1)(c), please <br />submit hard copies of these maps. <br />2.05.6 Mitigation of Impacts of Mining Operations <br />2.05.6(2) (a) -(c) <br />(2) (a) Section 4.6 of the permit discusses wildlife impact mitigations measures. The primary mitigation <br />measure will be the achievement of successful reclamation. Section 4.6.1 discusses other mitigation <br />measures used at the Trapper Mine. These measures include limiting land disturbance, controlled <br />hunting, harassment avoidance, controlled livestock grazing and controlled herbicide use. On site <br />physical improvements for wildlife are discussed in section 4.6.2. Reclamation activities, such as <br />backfilling and grading and revegetation, especially shrub establishment, will improve wildlife habitat. <br />Fencing of reclaimed areas to limit wildlife browsing is not generally used.
