Also, Appendix W includes a map that depicts all of the topsoil stockpiles at <br />the site. <br />The sections of the permit addressing this rule appear adequate and no additional information is needed. <br />2.05.4 Reclamation Plan <br />2.05.4(1), (2) (a) (b) (d) (e) <br />(1) Section 3.1.5 contains a general narrative explaining the process of reclamation at the Trapper Mine. <br />Topsoil handling, backfilling /grading and revegetation of the mine is discussed in sections 3.2, 3.5 and <br />3.6 of the permit respectively. <br />(2) (a) Table 3.1 -3 of the permit consists of a timetable of disturbance and reclamation planned for the <br />permit term. This table is currently being revised with PR7. Section 3.1.5 contains a general narrative <br />explaining the process of reclamation at the Trapper Mine. Section 1.4 of the permit provides a narrative <br />of each major task to complete reclamation. With the approval of PR7, Appendix A will contain the <br />details of Trappers estimate to complete reclamation at the site. The estimate includes a projection of the <br />time it will take to complete each task. <br />(2)(b) Trapper's estimate of the cost of reclamation of the operation is included in section 1.4 of the <br />permit. The section of the permit is currently being revised with PR7; the supporting calculations are <br />currently included in this section of the permit. However, PR7 proposes to place the supporting <br />calculations in Appendix A of the permit. Based on the cost estimate submitted by Trapper, the Division <br />conducted a reclamation cost estimate and is proposing to set the liability for the site at $23,016,528.92. <br />(2)(d) Topsoil removal, storage and replacement are discussed in section 3.2 and 4.9 of the permit. <br />(2)(e) Revegetation practices at the Trapper Mine are discussed in section 3.6, 4.4 and 4.5 of the permit. <br />Table 3.1 -3 of the permit is currently under review for PR7 but will provide an updated schedule for <br />revegetation for the current permit term. Reclaimed cropland is seeded to perennial crops, i.e. grasses or <br />alfalfa. Rangeland areas will be seeded with one of the seed mixtures specified on Tables 3.6 -7, 8 and 9 <br />included in the permit. Planting and seeding techniques are discussed in section 3.6.3.4 of the permit. <br />Mulching and irrigation is not proposed at the Trapper Mine. Plans for testing revegetation success are <br />included in sections 4.4.1 and 4.5.1 for rangeland and cropland reclamation parcels respectively. <br />For reclaimed rangeland revegetation success is based on a technical standard for herbaceous cover and <br />production. Table 4.4 -1 of the permit lists the vegetation cover standard for the reclaimed range sites at <br />the Trapper Mine. Table 4.4 -6 lists the production standards for each range site. Trapper developed a <br />woody plant density standard based on the correlation between shrub densities within the permit area and <br />the areas use by sheep, deer and elk. Based on this information, Trapper is approved to establish shrub <br />clumps. The woody plant density standard is discussed in section 4.4.1.3 of the permit. The species <br />diversity standard is discussed in section 4.4.1.4 of the permit. Successful reclamation of croplands is <br />
