April 29, 2015 C- 1981 - 019 /Colowyo Coal Mine RDZ <br />bridge ") has been removed. Work on the continuation of the Taylor Tributary Ditch will commence in coming <br />weeks, per Marry Stearns. <br />EXCESS SPOIL and DEVELOPMENT WASTE — Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br />The West Taylor Fill was inspected from the pond below. No erosion or other problems were identified. <br />EXPLOSIVES — Rule 4.08 <br />Distance Prohibitions 4.08.4; Warnings 4.08.4; Control of Adverse Effects 4.08.4: <br />The inspection entailed a check of blast monitoring records and a discussion of Colowyo's procedures. <br />No problems were identified with the records or procedures. The inspector reminded Colowyo staff to insure good <br />coupling of the seismographs each time they are replaced (after data is downloaded). Colowyo staff continues to <br />improve the documentation of blasts. The records are in compliance, but improvements to the forms are still <br />being made. <br />FISH and WILDLIFE — Rule 4.18: <br />Many deer and antelope were seen during the inspection. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The following ponds were inspected: East Taylor, West Taylor, Gossard (from above), Prospect, Streeter, <br />and Work Area. The following were discharging: East Taylor, West Taylor, Streeter, and Prospect (via pump). <br />Gossard was likely discharging but the outlet was not inspected. From these discharging ponds, no sign of <br />pollutants was observed. <br />The construction work on the primary spillways for the Work Area and Prospect Ponds is nearly complete. At the <br />Work Area Pond, Bower Brothers (contractor) was installing the portion of the outlet pipe below the pond. The <br />embankment appeared to be reconstructed well, and the elevation of the reconstructed portion appeared to tie in <br />with the elevation of the portion of the dam that was not disturbed (Colowyo has performed a survey and will <br />submit the as -built drawing in the near future). Erosion control wattles were in place below the Work Area Pond; <br />minor maintenance was needed. <br />Dimensions of the rebuilt primary spillway at the Work Area Pond are as follows: <br />Using a Range Finder, the distance from the top of the dam to the top of the spillway was estimated at 4.5 feet. <br />Using a tape measure, the distance from the top of the spillway to the invert of the lowest weep hole was measured <br />at 21 inches. <br />The Prospect Pond was being pumped through the spillway (Colowyo collected water quality samples at initiation, <br />and no exceedances of limitations were identified). The valve is still leaking; Bower Brothers and Colowyo staffs <br />are working on the solution. <br />Number of Partial Inspection this Fiscal Year: 7 <br />Number of Complete Inspections this Fiscal Year: 3 <br />Page 3 of 11 <br />
