April 29, 2015 C- 1981 - 019 / Colowyo Coal Mine RDZ <br />Dimensions of the rebuilt primary spillway at Prospect Pond are as follows: <br />Using a Range Finder, the distance from the top of the dam to the top of the spillway was estimated at 5.5 feet. <br />Using a tape measure, the distance from the top of the spillway to the invert of the lowest weep hole was measured <br />at 75 inches. <br />Other observations regarding the ponds: <br />No significant problems were observed with any of the embankments of the ponds, although the vegetation on <br />East Taylor is very sparse and vegetation on West Taylor is somewhat sparse; additional seeding may be needed <br />this year or next. <br />Other than the leak at Prospect, no problems were observed with spillways of the ponds. <br />Sumps along the road to the Taylor ponds were inspected. All were holding water. Sump 5 was full, and water <br />was ponded on the adjacent land, including the area next to the pond where equipment accesses the pond for <br />cleaning and on the road. Sediment has apparently been transported out of the pond onto the grassy area toward <br />the creek. Colowyo should consider enlarging this sump to limit this from occurring in the future. <br />Ditchouts from the Taylor Creek Road (aka cutouts in the berm) were inspected. There were no signs of sediment <br />loading from these into the buffer zone. However, additional discussion in the PAP is needed because at least one <br />of these structures is within 100 feet of Taylor Creek, and, therefore, requires an exception to Rule 4.05.18. <br />The East Side Collection Ditch (from 50 +50 to 70 +00), the South Collection Ditch (the lower 1,200 feet), and the <br />ditch northwest of Prospect Pond (1,650 feet long) were inspected and no problems were identified. The ditch <br />northwest of Prospect Pond has some bare areas (appears to be in scoria), but it is not eroding. At the confluence <br />of the South Collection Ditch and Prospect Ditch the banks have eroded in the past. On the South Collection <br />Ditch side, the vertical wall is approximately six feet deep. If this gets significantly worse, repairs should be <br />made. <br />No blowouts of contour ditches were observed. <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3) <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br />No problems were seen with haul roads, the pit road, or the road to East Taylor Pond.
