March 30, 2015 C- 1981 - 019 / Colowyo Coal Mine RDZ <br />Other observations regarding the ponds: <br />• No problems were observed with any of the embankments of the ponds. <br />• Other than the leaks at Work Area and Prospect, no problems were observed with spillways of the ponds. <br />• The Stoker Siding flume needs to be replaced by October 2015. <br />• Rail Loop needs to be cleaned. <br />• Some algae were observed in the West Pit Pond and in the spring water above East Taylor Pond. This <br />needs to be monitored and removed if it gets worse or TSS values become a problem. <br />The spring and seep above the East Taylor Pond were both contributing significant water to the pond; this is <br />expected in spring months. Algae and a white mineral deposit were seen in the area below the spring. <br />Sumps along the road to the Taylor ponds were inspected. Sumps 2, 4, and 5 were holding water. The berm <br />maintenance at Sumps 2 and 5 has been performed, and no sumps appear to need cleaning at this time except <br />Sump 1 (it has been partially cleaned). <br />Ditchouts from the road up the valley from the sumps were inspected. There were no signs of sediment loading <br />from these into the buffer zone. <br />Ditches and stock tanks in the East Pit reclamation area were inspected, and the following observations were <br />made: <br />• Prospect Ditch, above PD stock tank, has been cut down and may require maintenance, namely a re- <br />working of riprap. DRMS and Colowyo will work on this as necessary. <br />• Other reaches of ditches, including the lower end of Prospect Ditch where repairs were made in 2012, are <br />in good shape. <br />• Many of the stock tanks held water, but most were well below the spillway. PD 1 was still being <br />dewatered with suction hoses. No problems were seen with these stock tanks. <br />The lined portion of the Section 28 Ditch was inspected. It is generally stable. The frayed portion of the liner (at <br />the lower end) was pulled back in place by Kurt Blunt during the inspection. The damaged liner does not appear <br />to be problematic at this time. <br />The West Pit Coal Road Ditch and the West Pit Fill Ditch were inspected and no problems were identified. The <br />erosion mats in the Coal Road Ditch are holding up well. <br />Many contour ditches were inspected in the Colowyo Mine reclamation areas. Only one location was identified as <br />requiring repairs: a ditch near the confluence of East Taylor Ditch and Taylor Tributary Ditch. <br />Three culverts were inspected (K, L, and M along the entrance road), and no maintenance needs were identified. <br />They have recently been cleaned. <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3) <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br />No problems were seen with haul roads, the pit road, or the road to East Taylor Pond. <br />Number of Partial Inspection this Fiscal Year: 6 <br />Number of Complete Inspections this Fiscal Year: 3 <br />Page 4 of 14 <br />
