March 30, 2015 C- 1981 - 019 /Colowyo Coal Mine RDZ <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />The south end of the East Pit reclamation and a large part of the West Pit reclamation were inspected, <br />mostly from afar. No significant erosion was seen. Rills are expected in spring months and were seen in the <br />following areas: <br />• Near the confluence of East Taylor Ditch and Taylor Tributary Ditch <br />• Reclamation south of the Final East Pit Ditch. <br />These rills should be reported within the rill and gully report, monitored, and repaired as necessary. <br />SLIDES and DAMAGE - Rule 4.12: <br />The sump above the East Taylor Pond remains stable. <br />SIGNS AND MARKERS — Rule 4.02: <br />Several buffer zone markers have been added along the Taylor Creek road. <br />SPECIAL CATEGORIES OF MINING — Rules 4.22 through 4.27: <br />The highwall miner was producing coal from the E seam along the eastern wall; it has advanced to hole <br />143, approximately half way along the east side. The 114 shovel (idle at the time of the inspection) has been <br />helping move coal at the highwall miner operation. <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />The following topsoil stockpiles were inspected: 16A, 16D, 16I, and the small pile beside Stoker Siding <br />Pond. No problems were observed with any inspected topsoil stockpiles, with one exception: on the north side of <br />16D, the ring ditch requires repair. Pile 16D has no erosion on its sides, but there is a bare area with some weeds <br />near the southeast side; this is not a current problem but should be monitored. <br />ENFORCEMENT ACTIONS /COMPLIANCE <br />No enforcement actions were initiated as a result of this inspection, nor are any pending. <br />Number of Partial Inspection this Fiscal Year: 6 <br />Number of Complete Inspections this Fiscal Year: 3 <br />Page 5 of 14 <br />
