The side channels have been complete for the portion of the fill that is complete, which is at <br />approximately 7800 feet elevation. <br />EXPLOSIVES — Rule 4.08 <br />Distance Prohibitions 4.08.4; Warnings 4.08.4; Control of Adverse Effects 4.08.4: <br />The inspection entailed a check of blast monitoring records and a discussion of Colowyo's procedures. <br />No problems were identified with the records or procedures. Colowyo's equipment is calibrated annually by <br />Instantel, the manufacturer. Per Kurt, there have not been any trigger events due to blasting in many years. <br />The monitoring equipment at the Ott residence and along CR51 was found to be in place. This includes air blast <br />microphones and vibration sensors. White River power is used at the Ott residence. A solar panel is used at the <br />other site. <br />FISH and WILDLIFE — Rule 4.18: <br />Many antelope were seen during the inspection. <br />Kurt Blunt noted that no dead animals have been found in the sediment control sumps (along the Taylor Creek <br />road) since Colowyo installed fencing around these structures, approximately three years ago. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The following ponds were inspected: East Taylor, West Taylor, West Pit, Rail Loop, Gossard, Stoker <br />Siding, Prospect, Streeter, Wash Bay, and Work Area. The following were discharging: Work Area (on first day <br />of inspection prior to pumping), East Taylor, West Taylor, Streeter, Stoker Siding, and Gossard. From these <br />discharging ponds, no sign of pollutants was observed. <br />The construction work on the primary spillways for the Work Area and Prospect Ponds is progressing. Pumps are <br />in place, and the water levels had been drawn down. The Work Area Pond was being pumped to the Wash Bay <br />Pond during part of the inspection. The Prospect Pond had been pumped through the spillway (Colowyo <br />collected water quality samples at initiation, and no exceedances of limitations were identified). The embankment <br />for Prospect has been disturbed for the project and will need to be repaired properly, including compaction. <br />Colowyo staff have committed to proper embankment repair, as well as preventing stormwater runoff from <br />flowing through the dewatering gate at Prospect Pond or open embankment at the Work Area Pond. They also <br />committed to using erosion control wattles below the Work Area Pond.
