The Colowyo employee who participated in the on- the - ground field inspection was Kurtis Blunt. The <br />weather was clear. The ground was mostly dry. <br />In the South Taylor Pit there was significant activity: <br />• A truck and excavator operation was moving spoil off of coal. <br />• Two drill rigs were present near the southwest corner of the pit. Per Lee Sampson they were drilling F2 <br />overburden prior to blasting. <br />• The highwall miner was producing coal from the E seam along the eastern wall; it has advanced to hole <br />143, approximately half way along the east side. The 114 shovel (idle at the time of the inspection) has <br />been helping move coal at the highwall miner operation. <br />• The 103 dragline was idle in the middle of the pit. It has been moving F6 overburden. <br />AIR RESOURCE PROTECTION — Rule 4.17: <br />Water trucks were seen in operation during the inspection. <br />BACKFILL and GRADING — Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br />Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />The 102 dragline was idle near the rock crusher. Significant work has been completed in the lower <br />portion of the 2015 reclamation block. <br />EXCESS SPOIL and DEVELOPMENT WASTE — Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br />The West Taylor Fill was inspected from the pond below and from above.
