March 31, 2015 C- 1981- 035/King Coal Mine MLT <br />• There are two domestic wells located within the King I surface facilities area: Permit #47390 <br />(next to the pump house) and Permit #18643 (at the sales office). <br />A few power poles still stand at King I, in the vicinity of the former substation. A temporary <br />trailer, perhaps one no longer needed at King II, was parked in front of the bath house. <br />A storage container is located just north of the sales office. Miscellaneous materials placed <br />nearby appear to have been scattered across the area by wind and weather. Routine <br />"housekeeping" is advised. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge <br />Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring <br />4.05.13; Surface Water Monitoring 4.05.13; Drainage Acid and Toxic Materials 4.05.8; <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />• Surface runoff from the King I disturbance is routed to the sediment ponds by a system of <br />ditches and culverts. Design details are found in Appendix 11 of the King I permit volume; <br />locations are depicted on Map King I -007 Operation Plan and Surface Features. <br />• The clear water diversion system (Reaches 1, 2, 3, 4 and 5) were inspected and appeared to <br />be functioning as designed. <br />• The haul road segment that provides access to the King I facilities from County Road 120 is <br />designated as an SAE. Silt fence was in good repair and functioning as designed at locations <br />where runoff from the road is directed to Hay Gulch. <br />• Three drop inlets are intended to capture surface runoff from the yard area. The sheet flow <br />across the yard appears to be bypassing these inlets; some minor grading may be necessary to <br />restore the desired drainage pattern, although the runoff will ultimately go to the sediment <br />ponds. <br />• The King I East and West sediment ponds both held shallow pools of water. Embankments <br />were well vegetated, and discharge structures were clear. No discharge was occurring. <br />TOPSOIL Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution <br />4.06.4: <br />Coverfill /soil material salvaged during the 2014 clear water ditch realignment at King I was <br />being stockpiled on the fan bench. This material should be protected with a berm to limit <br />loss of the material during a precipitation event. <br />• Growth medium salvaged in earlier operations is stockpiled in the drainage upstream of the <br />waste pile. It was protected with a berm, and signed in accordance with Rule 4.02. <br />EXCESS SPOIL and DEVELOPMENT WASTE Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br />• The permitted valley -fill coal mine waste disposal area ( "Waste Pile ") at King I appeared to <br />be stable. <br />• An underdrain is required in the bottom of the natural drainage.
