The primary focus of the inspection was the King I surface facilities.
Skies were clear and the temperature reached approximately 70 degrees F. All snow had melted
from the Hay Gulch area, and ground conditions were drying out.
I reported to the mine office at the King 11 facilities, to notify mine personnel (Tom Bird and
Wade Wymore) of the inspection. I then proceeded on my own to the King I facilities.
The King Coal Mine was in operation prior to the passage of SMCRA. The original facilities
and underground workings are now referred to as "King P'. In 2008, mining was shifted to the
"King II" facility.
PERMITTING UPDATE:
TR -20 Coal Mine Waste for Highwall Backfill at King I: The decision date has been extended
to April 30, 2015, as requested by GCC. They are awaiting responses from their geotechnical
consultant.
MT -07 Midterm Review No. 7: As a result of this review, the Division identified areas of the
permit that were in need of updates or revisions. GCC is preparing an application for a technical
revision. The due date for submittal of the application has been extended to April 30, 2015.
Reports: GCC submitted the Annual Hydrology Report for 2014 on January 14, 2015 and the
Annual Reclamation Report on February 23, 2015. The Division is reviewing these items.
SUPPORT FACILITIES - Rule 4.04:
• The King I portals were sealed in 2009, and demolition of buildings and structures was
accomplished by the end of 2010. A water storage tank was relocated to the King II facilities
in 2013. The buildings that remain are the bath house, sales office, lower pump house, and
lab /storage. The landowners wish to retain these buildings as permanent features. The view
from County Road 120 is shown in Photo 1.
• Two tipples and a scale house from the pre -law Burnwell mine are on private property
immediately adjacent to the permit area (Photo 2).
Number of Partial Inspection this Fiscal Year: 8
Number of Complete Inspections this Fiscal Year: 3 Page 2 of 5
