March 19, 2015 C- 1982- 056/Foidel Creek Mine JLE
Ongoing items notes during previous inspections:
-The spillway of the 6MN Sediment Pond has lost its approved trapezoidal design and should be repaired to the
design specifications. According to Mr. Watterson, this item has been addressed, however, the spillway was snow
covered at the time of the inspection and the corrective actions taken could not be verified. The Division will
check this during the next inspection.
-Three 8" pipes are identified under the 6MN access road to aid in the drainage of water in the area. These pipes
are not identified on Map 24 and no designs for these pipes exist. This item remains outstanding and will need to
be addressed. Please evaluate these pipes and submit the appropriate designs to be included in the permit. Also,
these pipes were partially clogged and will need to be cleared.
Three 8" pipes under 6MN access Road Three 8" pipes under 6MN access Road, need cleaning
-The ditch along haul road C near the railway crossing has been cleaned and rock check have been installed. The
culvert from the repaired roadside ditch under the railway tracks is 3/4 full of sediment and should be cleaned out.
-During the October, 2014 inspection it was noted that a delta has formed at the inlet to Pond D. According to
Brian Watterson and Jerry Nettleton of TC, a backhoe was used to clean out the delta formed at the inlet to Pond D
at the southwest end of the pond. However, due to MSHA regulations, they could not excavate the entire built up
delta because a powerline crosses the pond near the inlet and they are unable to operate equipment within a certain
distance of the powerline. Given these constraints, we discussed options for cleaning the excess sediment from the
pond. There are two inlets to this pond, one on the north east corner on one on the southwest corner. TC will need
to continue to inspect the sediment level of the pond as required by the permit. If TC is able to operate a backhoe
near the southwest corner of the pond outside of the powerline corridor, an increased frequency of cleaning of this
inlet area may be necessary. TC may need to consider relocating the powerline if sediment levels become
excessive as the southwest inlet area. At this time, the water levels were high and it was difficult to evaluate the
sediment delta build up. There does not appear to be a constraint to clean the delta at the northeast end of the
pond.
Number of Partial Inspection this Fiscal Year: 6
Number of Complete Inspections this Fiscal Year: 3
Page 4 of 10
