Changes in the permit boundary of an operation are appropriate as part of an amendment <br />application. <br />3. The map labeled `C -2: 2010 Conditions' depicts water at the bottom of the quarry. <br />Please specify if the pit currently contains water and identify the source of this water, e.g. <br />groundwater or surface runoff. Also, demonstrate the operation is in compliance with all <br />applicable Colorado water laws and regulations governing injury to existing water rights. <br />Exposure of groundwater requires, at a minimum, a well permit and substitute water <br />supply plan. Stormwater that is captured by the pit must infiltrate into the ground or be <br />released to the stream system within 72 hours. Otherwise, the Operator is responsible for <br />replacement of evaporative depletions. <br />The water shown in the bottom of the quarry on Map C -2 is merely stormwater captured in the <br />quarry at the time of the survey in 2010. Map C -2 has been revised with a note showing this. All <br />stormwater captured at the Ralston Quarry is either discharged through the sediment pond <br />system, or evaporates /infiltrates within 72 hours. No ground water exposure is part of the Ralston <br />Quarry operations. <br />4. The map labeled `C -2: 2010 Conditions' depicts several buildings immediately to the <br />west of the processing area located at the southwest corner of the site. Are these structures <br />associated with the quarry operation? <br />The structures west of the permit boundary's southwest corner are owned by Asphalt Paving Co., <br />but are not part of the quarry operations. <br />5. The map labeled `C -4: Cross Sections' states the vegetation islands will be planted <br />with rangeland shrubs. However, the seed mix provided as part of the Reclamation Plan <br />does not include shrub species. Please clarify if shrubs will be planted on the vegetation <br />islands. If shrubs are to be planted, then specify the species and seeding or transplant rate. <br />If shrubs will not be planted on the vegetation islands, then revise the Reclamation Plan <br />Map accordingly. <br />Shrubs have been removed from Map C -4, they are not part of the proposed reclamation plan. <br />6. The map labeled `C -4: Cross Sections, Detail B - Eastern Slope Information' states <br />that drilling and blasting will create benches on the eastern slope. However, the Mining <br />Plan states a continuous slope of 650 would be excavated on the east side. Please clarify if <br />the final grade will be one continuous slope or if the final grade will be achieved through <br />benching and revise the map or Mining Plan accordingly. <br />The mining plan on page D -1 has been corrected to remove the reference to the 65° slope. The <br />east slope of the quarry will be established to a continuous final slope. Map C -4 and the <br />Geotechnical Stability Exhibit discuss the maximum allowed configuration. <br />
