2014 Annual Reclamation Report
Southfield Mine
G.E.C. Mine Site
The former G.E.C. Mine (abandoned) is situate adjacent to the Southfield mine. A large
overburden storage pile, referred to as Chen Hill, is adjacent to the Southfield sediment Pond No.
5. Over time, and compounded by a thunder shower during the summer of 2014, sediment run -off
from the Chen Hill area built up in the drainage ditch at the toe of Chen Hill, the ditch breached
and water and sediment ran down the access road onto and accumulating sediment in the Pond 5
emergency spillway rendering the emergency spillway out of compliance. The DRMS had done
the reclamation work on the GEC mine previously, but by email, the DRMS said they did not
have the means to repair the GEC drainage ditch nor the sediment build -up in the Pond 5
emergency spillway.
Given this event and at the request of the landowner, The Corley Company, the breached
drainage ditch was armored with 100 tons of 9" x 24" angular rip -rap which, by doing so, also
widened the access road to serve better access for the landowner.
In response to The Corley Company other concerns, 75 tons of 9" x 24" angular rip -rap was
installed below the outlet of Culvert S -1 on the Monarch Road near the mouth of the G.E.C. pit.
A gully had eroded on the bank below the outlet of Culvert S -1. The angular broken rip -rap
served as a thorough armoring of the former gully.
Drill Holes / Boreholes Sealing and Reclamation
During June - July of 2014, EFCI commissioned a field reconnaissance to locate previously
drilled exploration drill holes and bore holes at Southfield. In accordance with the approved
permit, EFCI is liable for the SR Series (former Dorchester Company) and the SF Series
(Southfield) of boreholes. Holes were surveyed, located, marked and recorded as to the status or
condition of the holes. Any holes that were found to be open and unsealed, were scheduled for
sealing and reclamation. Following approval of Minor Revision No.63, Drill Hole Sealing
Procedure, Pronghorn Geologic Services of Gillette, Wyoming was commissioned to seal and
reclaim open holes. During August and September of 2014, fifteen (15) drill holes /boreholes and
abandoned dewatering wells were sealed and reclaimed. Appropriate abandonment reports for the
sealing /reclamation operation were submitted and are on file with the DRMS.
Former Truck Tunnel
During 2012, the DRMS had reported some rilling and slight erosion occurring adjacent to the
northeast end of the former truck tunnel. EFCI installed a length of siltfence on the referenced
embankment, added rip -rap rock at the north end of the retainer wall and interseeded the slope
with the approved seed mix.
During 2013, straw wattles were installed on the referenced slope and additional interseeding was
11
