During 2014, silt was removed from the wattles and straw was compacted <br />into where water had seeped beneath the wattles. <br />i.nadnut Site <br />The DRMS had previously reported that there was a water gate missing from the pond discharge <br />horizontal culvert at Pond L1 at the Loadout site. During late December 2012, EFCI installed and <br />sealed a steel plate in the culvert discharge and cleaned sediment from within the horizontal <br />culvert and at the discharge end of the culvert. <br />Windblown tumble weeds were removed from the vertical standpipe discharge of the pond during <br />the fall of 2013. Also four automobile tires that had been illegally dumped at the east Loadout <br />were removed as well as bottles and cans. Bottles, cans and trash were removed from the west <br />Loadout during 2013. <br />Ponds Reclamation - ( Loadout Site): During October - November 2014, the two sedimentation <br />ponds at the loadout site, Pond L1 and Pond L2, were backfilled and reclaimed. In accordance <br />with the approved permit and pursuant to approval of the DRMS to proceed with the reclamation, <br />after the pond discharge structures were removed and the topsoil was stripped by push- dozing it <br />into windrows (saved), the ponds were backfilled to blend with the surrounding contours, topsoil <br />replaced, the surface roughened by disking, reseeded with the approved seed mix, straw mulch <br />applied at the rate of two tons per acre and the mulch was crimped into the ground. Silt fences <br />were installed at the lower drainage points to deter potential loss of topsoil from the sites. <br />Conchicinn <br />As reported in previous years, numbers of Elk varying from 12 to 60 head continue to frequent <br />and graze the entire mine area and utilize the sediment ponds when water is available. Bear scat <br />and tracks are found frequently during late summer and fall seasons at the site. During 2014, <br />although precipitation was low during the spring season, summer monsoon rains were abundant <br />and stimulated vigorous growth to the vegetation throughout the area. Vegetation that had <br />appeared stunted in former dryer years, showed vigorous growth and some of the taller species of <br />grasses reached heights of 24 inches or more during the late summer season. <br />Given that this year (2014) is Year 10 of the Ten year Reclamation Liability Period and with <br />reclamation requirements nearing completion, EFCI previously submitted Technical Revision No. <br />43 (TR -43) requesting approval to terminate the surface and groundwater monitoring program at <br />Southfield. Pursuant to approval of termination of the water monitoring program and completion <br />of the minor remaining reclamation tasks, EFCI intends to initiate the final bond release request <br />process during the forthcoming months. <br />12 <br />
